COMMISSION COMMUNICATION concerning common rules for imports of certain textile products originating in China

Following the initialling of a new four year (1989 to 1992) Agreement between the European Economic Community and the People's Republic of China on trade in textile products, the Council of Ministers adopted a Decision on 19 December 1988 concerning the provisional application of the Agreement as from 1 January 1989, pending its formal conclusion.

The Regulation setting out common import rules for Chinese textile products will not have been adopted by the Council by 1 January 1989. This communication therefore sets forth the essential elements required for the provisional implementation of the Agreement.

The Agreement provides in particular for limits on the export by China of certain textile products. The 1989 quantitative limits, set out by textile category, are annexed hereto, the textile categories referred to being those given in Annex I to Council Regulation (EEC) No 4136/86 of 22 December 1986 (1). Certain categories of products not previously subject to export restraints have, under the new Agreement, been brought under limitation, and these are marked in the Annex to this communication with an asterisk.

The quantitative limits will, as in the past (2), be subject to a double checking system, i. e. the delivery of import authorizations by the competent authorities in the Member States against valid Chinese export licences.
