The Court:

1.

Declares that, by imposing a nationality requirement for access to the profession of notary, the Republic of Latvia failed to fulfil its obligations under Article 49 TFEU;

2.

Orders the Republic of Latvia to pay the costs;

3.

Orders the Czech Republic to bear its own costs;

4.

Orders Hungary to bear its own costs.
