On 18 November 2004, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which SIX, controlled by Bridgepoint Capital Group Limited (‘Bridgepoint’, United Kingdom) acquires within the meaning of Article 3(1)(b) of the Council Regulation control of the whole of S.E.A. Società Europea Autocaravan S.p.A. (‘SEA’, Italy) by way of purchase of shares. |

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice. |

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission. CALL FOR PROPOSALS — DG EAC No 81/04
Call for the submission of proposals for supporting youth organisations active at European level
(2004/C 290/08)
1. OBJECTIVES AND DESCRIPTION
Decision No 790/2004/EC (1) of the European Parliament and the Council of 21 April 2004 adopts a Community action programme for the promotion of youth organisations active at European level. The budget heading 15 07 01 02 (ex A-3029) of the general budget of the European Communities provides support for these organisations.
The present call for proposals corresponds to the grants that will be awarded in 2005 (1 January to 31 December). The main aim of these grants is to reinforce Community action in the field of youth and to increase its effectiveness by providing support to organisations active in this field.
The programme provides support to the permanent activities of organisations pursuing an objective of general European interest in the field of youth or an objective that is set out in the political framework of the European Union in this field.
These activities should contribute or be able to contribute to the active participation of young citizens in public life and in society, as well as to the development and implementation of Community cooperation actions, in a broad sense, in the field of youth.
2. ELIGIBLE APPLICATIONS
Applications that meet the following criteria will be the subject of an in-depth evaluation.
2.1. Eligible organisations
To be eligible for an operating grant, the organisations must fulfil the following requisites:

legally established for more than one year, |
— |
non-governmental, |
— |
non-profit-making, |
— |
youth organisation, or an organisation with a broader scope but which includes a section of its activities exclusively dedicated to youth, |
— |
receive co-financing amounting to at least 50 % of its total annual budget from sources other than the European Union budget, |
— |
include, among its staff, at least one permanent person. |
2.2. Eligible countries
Proposals submitted by organisations with a legal status and located in one of the following countries are eligible:
European Union (EU): Austria, Belgium, Denmark, Germany, Spain, Portugal, France, Italy, Sweden, United Kingdom, Ireland, Luxembourg, the Netherlands, Finland, Greece, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Czech Republic, Slovakia, Slovenia;
Countries that are simultaneously members of the European Free Trade Association (EFTA) and the European Economic Area (EEA): Iceland, Liechtenstein, Norway;
Candidate countries: Bulgaria, Romania, Turkey.
The Commission has the possibility to select a proposal from an applicant from an EFTA/EEA country or a candidate country provided that, on the date of selection, agreements have been signed setting out the arrangements for the participation of these countries in the programme established by Decision No 790/2004/EC.
The applicant organisations must have active members in at least eight of the countries indicated above.
The organisations must make provisions in their annual programme for a series of activities devoted to promoting and developing European ideals among young people and helping young people to play an active part in European civil society.
In particular, such activities must be connected with the subjects covered by the Commission's White Paper on youth ‘A new impetus for European youth’ (2).
3. BUDGET
The total budget allocated to co-financing the operating costs of youth organisations operating at European level is estimated at EUR 2 310 000 for 2005. The grant awarded by the Commission may not exceed 50 % of the total operating costs approved by the Commission.
The maximum grant will be EUR 35 000.
4. DEADLINE
Proposals must be submitted to the Commission at the latest by 31 December 2004.

Notice of invitation to tender for the refund on export of wholly milled and parboiled long-grain B rice to certain third countries

I. SUBJECT
1. |
A tendering procedure for the refund on export as referred to in Article 14 of Council Regulation (EC) No 1785/2003 (1) is hereby opened for wholly milled and parboiled long-grain B rice falling within CN code 1006 30 67, for zones I to VI in the Annex to Regulation (EEC) No 2145/ 92, except for Malta, Cyprus, Poland, the Czech Republic, Slovakia, Hungary, Estonia, Latvia, Lithuania, Slovenia, Romania and Turkey and for zone VIII in the Annex to the above Regulation, except for Guyana, Madagascar, Suriname, the Netherlands Antilles, Aruba and the Turks and Caicos Islands. |

The total quantity for which a maximum export refund may be fixed in accordance with Article 1(2) of Commission Regulation (EEC) No 584/75 (2) is approximately 10 000 tonnes. |
3. |
The tendering procedure will be conducted in accordance with Commission Regulation (EC) No 2032/2004 (3). |
II. TIME LIMITS
1. |
The period in which tenders for the first of these regular invitations to tender can be submitted will run from 13 December 2004 to 16 December 2004 at 10 a.m. (Brussels time). |
2. |
For the subsequent regular invitations to tender, the time limit for submitting tenders will expire on the following Thursdays at 10.00 a.m.: 13 January 2005, 27 January 2005, 10 February 2005, 24 February 2005, 10 March 2005, 31 March 2005, 14 April 2005, 28 April 2005, 12 May 2005, 26 May 2005, 9 June 2004 and 23 June 2005. The period for the submission of tenders will commence on the Monday before the closing date in each case. |

The very last period for submitting tenders shall begin on 20 June 2005 and end on 23 June 2005 at 10.00 a.m. |
4. |
This notice is published only for the purposes of this present invitation to tender. Until such time as it is amended or replaced, this notice will apply to all regular invitations to tender made during the period of validity of this tendering procedure. |
III. TENDERS
1. |
Tenders must be submitted in writing and include the information referred to in Article 2(2) of Regulation (EEC) No 584/75. They must be delivered no later than the dates and times indicated in Title II by personal delivery against a receipt, by registered post by fax or by e-mail, to one of the following addresses:
Tenders not submitted by fax or e-mail must be enclosed in a sealed envelope. The inside envelope must also be sealed and marked ‘Tender under invitation to tender for the refund for the export of rice to certain third countries as provided for in Regulation (EC) No 2032/2004 – Confidential’. |

The tender, as well as the proof referred to in Article 2 of Regulation (EEC) No 584/75, must be worded in the official language or one of the official languages of the Member State whose competent authority received the tender. |
IV. TENDER SECURITY
The tender security must be made out in favour of the competent authority concerned.
V. AWARD OF CONTRACTS
The award of contract will entitle the party concerned to be issued, in the Member State in which the tender was submitted, with an export licence mentioning the export refund referred to in the tender and the quantity in question for export to certain third countries referred to in Regulation (EC) No 2032/2004.

A tendering procedure for the refund on export as referred to in Article 14 of Council Regulation (EC) No 1785/2003 (1) is hereby opened for wholly milled round-grain, medium-grain and long-grain A rice falling within CN codes 1006 30 61, 1006 30 63, 1006 30 65, 1006 30 92, 1006 30 94 and 1006 30 96, for zones I to VI in the Annex to Regulation (EEC) No 2145/ 92, except for Malta, Cyprus, Poland, the Czech Republic, Slovakia, Hungary, Estonia, Latvia, Lithuania, Slovenia, Romania and Turkey and for zone VIII in the Annex to the above Regulation, except for Guyana, Madagascar, Suriname, the Netherlands Antilles, Aruba and the Turks and Caicos Islands. |

The total quantity for which an maximum export refund may be fixed in accordance with Article 1(2) of Commission Regulation (EEC) No 584/75 (2) is approximately 10 000 tonnes. |

The tendering procedure will be conducted in accordance with Commission Regulation (EC) No 2031/2004 (3). |
II. TIME LIMITS
1. |
The period in which tenders for the first of these regular invitations to tender can be submitted will run from 13 December 2004 to 16 December 2004 at 10 a.m. (Brussels time). |
2. |
For the subsequent regular invitations to tender, the time limit for submitting tenders will expire on the following Thursdays at 10.00 a.m.: 13 January 2005, 27 January 2005, 10 February 2005, 24 February 2005, 10 March 2005, 31 March 2005, 14 April 2005, 28 April 2005, 12 May 2005, 26 May 2005, 9 June 2004 and 23 June 2005. The period for the submission of tenders will commence on the Monday before the closing date in each case. |

The last period for submitting tenders will begin on 20 June 2005 and end on 23 June 2005 at 10.00 a.m. |

This notice is published only for the purposes of this present invitation to tender. Until such time as it is amended or replaced, this notice will apply to all regular invitations to tender made during the period of validity of this tendering procedure. |
III. TENDERS

Tenders must be submitted in writing and include the information referred to in Article 2(2) of Regulation (EEC) No 584/75. They must be delivered no later than the dates and times indicated in Title II by personal delivery against a receipt, by registered post, by fax or by e-mail, to one of the following addresses:
Tenders not submitted by fax or e-mail must be enclosed in a sealed enveloped. The inside envelope must also be sealed and marked ‘Tender under invitation to tender for the refund for the export of rice to certain third countries as provided for in Regulation (EC) No 2031/2004 — Confidential’. |
2. |
The tender, as well as the proof referred to in Article 2 of Regulation (EEC) No 584/75, must be worded in the official language or one of the official languages of the Member State whose competent authority received the tender. |
IV. TENDER SECURITY
The tender security must be made out in favour of the competent authority concerned.
V. AWARD OF CONTRACTS
The award of contract will entitle the party concerned to be issued, in the Member State in which the tender was submitted, with an export licence mentioning the export refund referred to in the tender and the quantity in question for export to certain third countries referred to in Regulation (EC) No 2031/2004.
