THE COUNCIL OF THE EUROPEAN UNION

The following information is brought to the attention of the persons and entities that appear in Annex I to Council Decision 2010/413/CFSP (1) and in Annex IV to Council Regulation (EC) No 423/2007 (2).

The United Nations Security Council has designated the persons and entities that should be included in the list of persons and entities to which the provisions of paragraphs 12, 13, 14 and 15 of UNSCR 1737 (2006), paragraph 5 of UNSCR 1803 (2008) and paragraph 10 of UNSCR 1929 (2010) apply.

The persons and entities concerned may submit at any time a request to the UN Committee established pursuant to paragraph 10 of UNSCR 1737 (2006), together with any supporting documentation, for the decisions to include them in the UN list to be reconsidered. Such request should be sent to the following address:

Further to the UN decision, the Council of the European Union has determined that the persons and entities that appear in the above mentioned Annexes should be included in the lists of persons and entities which are subject to the restrictive measures provided for in Council Decision 2010/413/CFSP and in Council Regulation (EC) No 423/2007. The grounds for designation of the persons and entities concerned appear in the relevant entries in Annex I to the Council Decision and in Annex IV to the Council Regulation.

The attention of the persons and entities concerned is drawn to the possibility of making an application to the competent authorities of the relevant Member State(s) as indicated in the web-sites in Annex III to Regulation (EC) No 423/2007, in order to obtain an authorisation to use frozen funds for basic needs or specific payments (cf. Article 10 of the Regulation).

The persons and entities concerned may submit a request to the Council, together with supporting documentation, that the decision to include them on the above mentioned lists should be reconsidered, to the address provided above.

The attention of the persons and entities concerned is also drawn to the possibility of challenging the Council's decision before the General Court of the European Union, in accordance with the conditions laid down in Article 275, second paragraph, and Article 263, fourth and sixth paragraphs, of the Treaty on the Functioning of the European Union.

THE COUNCIL OF THE EUROPEAN UNION

The following information is brought to the attention of the persons and entities that appear in Annex II to Council Decision 2010/413/CFSP (1) and in Annex V to Council Regulation (EC) No 423/2007 (2).

The Council of the European Union has decided that the persons and entities that appear in the above mentioned Annexes should be included in the lists of persons and entities subject to restrictive measures provided for in Council Decision 2010/413/CFSP and in Council Regulation (EC) No 423/2007 concerning restrictive measures against Iran.

The attention of the persons and entities concerned is drawn to the possibility of making an application to the competent authorities of the relevant Member State(s) as indicated on the websites in Annex III to Regulation (EC) No 423/2007, in order to obtain an authorisation to use frozen funds for basic needs or specific payments (cf. Article 10 of the Regulation).

The persons and entities concerned may submit a request to the Council, together with supporting documentation, that the decision to include them on the above mentioned lists should be reconsidered, to the address provided above, by 15 September 2010.

The attention of the persons and entities concerned is also drawn to the possibility of challenging the Council's decision before the General Court of the European Union, in accordance with the conditions laid down in Article 275, second paragraph, and Article 263, fourth and sixth paragraphs, of the Treaty on the Functioning of the European Union.

Call for proposals — EAC/41/10

European Policy Network on Key Competences in School Education

2010/C 205/08

1.   Objectives and description

This call for proposals will support the implementation of the 2006 Recommendation on key competences for lifelong learning. It will do so by addressing in particular the issues raised by the 2009 communication ‘Key Competences for a Changing World’ that takes stock of the state of play of the implementation of the Recommendation, and suggests areas for further work.

2.   Eligible applicants

This call for proposals is open to public or private, independent organisations with legal personality that have registered offices in one of the countries taking part in the Lifelong Learning programme.

3.   Budget and duration

The Framework Agreement will last four years; from 2011 to 2014. A budget of EUR 500 000 has been reserved for 2011.

Call for proposals — EAC/42/10

European Policy Network on School Leadership

2010/C 205/09

1.   Objectives and description

This call for proposals will support the implementation of the Conclusions of the Education Council of November 2007, 2008 and 2009 which agreed to improve the way that school leaders are prepared, selected, educated and trained. It will do so by facilitating transnational exchange and cooperation between policymakers, practitioners, researchers and stakeholders involved in developing school leadership policy through, for example, peer learning, research and analysis.

2.   Eligible applicants

This call for proposals is open to public or private, independent organisations with legal personality that have a registered office in one of the countries taking part in the Lifelong Learning programme.

3.   Budget and duration

The Framework Agreement will last four years; from 2011 to 2014. A budget of EUR 500 000 has been set aside for the first year.

On 19 July 2010 the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which Emerson Electric Company (‘Emerson’, USA) acquires within the meaning of Article 3(1)(b) of the Merger Regulation control of the whole of Chloride Group PLC (‘Chloride’, UK) by way of a public bid announced on 29th June 2010.

2.

The business activities of the undertakings concerned are:

Emerson: technological solutions for the network power, process management, industrial automation, climate technologies, storage solutions, motor technologies, appliances sectors; also Uninterruptable Power Supply systems (UPS),

Chloride: electrical equipment, software, UPS systems.

3.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope the EC Merger Regulation. However, the final decision on this point is reserved.

4.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.

On 22 July 2010, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertakings EVN AG (‘EVN’, Austria) and Verbund AG (‘Verbund’, Austria) acquire within the meaning of Article 3(1)(b) of the Merger Regulation joint control of the undertaking Energji Ashta Shpk (‘Ashta’, Albania), currently a 100 % subsidiary of Verbund, by way of purchase of shares.

2.

The business activities of the undertakings concerned are:

for EVN: generation, distribution, trading and supply of electricity mainly in Austria, Bulgaria and Germany,

for Verbund: generation, trading, transmission and supply of electricity, mainly in Austria, Germany and France,

for Ashta: production of electricity, in Albania.

3.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of the EC Merger Regulation. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under the EC Merger Regulation (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.

4.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.

On 20 July 2010, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which Delek Group (‘Delek’, Israel) acquires within the meaning of Article 3(1)(b) of the Merger Regulation sole control of part of BP France retail fuels business and joint control of Dépôt Pétrolier de Lyon (‘DPL’, France) (jointly ‘BP France Retail’) by way of purchase of shares.

2.

The business activities of the undertakings concerned are:

Delek Group: active in fuel products, infrastructure, automotive, media, finance and wealth management sectors,

BP France Retail: active on the French market for the retail sales of motor fuels, associated convenience retail business at the service stations and selected storage terminals.

3.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of the EC Merger Regulation. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under the EC Merger Regulation (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.

4.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.
