4. Welcome
On behalf of Parliament, the President welcomed members of a delegation from the Pan-African Parliament — led by its President, Gertrude Mongella — who had taken their seats in the distinguished visitors' gallery.
5. Signing of REACH and the seventh framework research programme
Josep Borrell Fontelles (President of the European Parliament) and Matti Vanhanen (President-in-Office of the Council) made short statements following the adoption of the REACH programme and the seventh framework research programme (Minutes of 13.12.2006, Item 8.1, Minutes of 13.12.2006, Item 8.2, Minutes of 30.11.2006, Item 8.10, Minutes of 30.11.2006, Item 8.11, Minutes of 30.11.2006, Item 8.14, Minutes of 30.11.2006, Item 8.15, Minutes of 30.11.2006, Item 8.16, Minutes of 30.11.2006, Item 8.17, Minutes of 30.11.2006, Item 8.18, Minutes of 30.11.2006, Item 8.19, Minutes of 30.11.2006, Item 8.20 and Minutes of 30.11.2006, Item 8.21).
They then signed the acts, with José Manuel Barroso (President of the Commission), Karl-Heinz Florenz (Chairman of the ENVI Committee), Guido Sacconi (rapporteur on the REACH reports), Miloslav Ransdorf (Vice-Chairman of the ITRE Committee) and the three rapporteurs on the seventh framework research programme, Jerzy Buzek, Philippe Busquin and Anne Laperrouze.

Statement by the Presidency-in-Office of the Council: Activities of the Finnish Presidency
Matti Vanhanen (President-in-Office of the Council) introduced the European Council's report and made a statement on the six months of the Finnish Presidency of the Council.
José Manuel Barroso (President of the Commission) also made a statement on the European Council meeting.
