I just got finished transferring everything to my new Mini using my backup drive. That went pretty smoothly. But now in Safari it doesn’t recognize and autofill my passwords anymore.

Any suggestions please on how to remediate this? The Password app asks me for a csv file but I have no clue where that is.

I suppose that would be from exporting the passwords from your previous Passwords app, as an unencrypted .csv file.

Do you still have the old sysmte running somewhere?

Otherwise I think the passwords database is at

/Users/youruser/Library/Containers/com.apple.Passwords/Data/Library/HTTPStorages/com.apple.Passwords

but I'd think an iCloud sync would be the preferable way.
 
^This. Or to use Migration Assistant to copy over.

If creating a new account on the new machine then copying things from external, yes, will not work. Info:

 
iCloud Sync is the easiest resolution ( but obviously that does require that it was set to use iCloud and sync on the old Mac)
