From a contractors point of view : VE as an exercise can win the project you have set your sights on , however it must be understood that any changes to programme or materials are submitted WAY before the procurement stage .

From a contractors point of view : Errors and delays are common practice and 9 times out of 10 left to the contractor to recuperate lost time / revenue . value engineering cannot foresee these incidents and will not be taken into account ( unless you can allow contingency plans ) but again this basically discredits the VE option .

For example collecting information in the first step , creating a FAST diagram, idea generation in the CREATIVE phase & implementation of a value engineering project & capture savings. This is a loose example : Prelims : Once flooring materials are finalised and delivered to site ( We/Us A.nother Ltd ) will have plant operating on site which will reduce possible strain to your technicians and it will reduce site traffic and congestion . Reality : Yeah , tarmac has not been laid you'll have to handball all your gear over the mud and gravel !!!!

VE is something that requires continuous improvement. Standardized templates and methods will only bring an organization so far before it is required to be specific and prove the results.

It is interesting to consider that there are almost 2 different VE worlds. One is focused on the internal processes and resources, seeking to improve those by focusing on the "function" delivered at optimal costs (FAST technique). The other one is outside-focused, aiming to help buy and use the product and services delivered to get the expected Value (GTM technique). Both have the intent to maximize Value for the end customer, and each one addresses a different aspect of how Value gets delivered.

Consider the bridge required between technical and business with value engineering. Without the ability to speak both languages and translate needs, the value will be lost or one-sided.
