The CERDI is a research centre on international development established in 1976. At that time, it was the first joint-unit between the CNRS - National Center for Scientific Research - and a French university dedicated to development economics. The CERDI gathers around 35 scholars from the CNRS, the IRD (French National Research Institute for Sustainable Development) and faculties from the Université Clermont Auvergne. Our economists are working on the macroeconomic and microeconomic aspects of economic development. The publications and expertise of the members of the CERDI cover all the aspects of economic development: the engines of growth along with the social, economic and environmental consequences of development.

    🎓 Congratulations to Adrien Gosselin-Pali on his excellent PhD defense! Adrien Gosselin-Pali is an empirical microeconomist who explores key issues at the intersection between development, #migration, #family, and #healtheconomics, mainly focusing on nutrition in sub-Saharan Africa. His PhD work was supervised by Théophile T. Azomahou, Simone Bertoli, and Bity Diene (Université Clermont Auvergne, CERDI). 📜 Before joining our department, he obtained a Master's degree in Development Economics from the Ecole d'Economie - CERDI and spent a semester at Corvinus University of Budapest. He also holds a B.Sc. in Development Economics from UCA and completed the first two years of a B.Sc. in Economics at Université Paris 1 Panthéon-Sorbonne, following a preparatory program (#CPGE) at Lycée Turgot. During his studies, he completed an internship at the High Commission for Planning in Morocco and volunteered in Cambodia. Adrien Gosselin-Pali is a junior #researcher who has already published two chapters of his PhD thesis in international peer-reviewed journals. His first essay, published in 𝘍𝘰𝘰𝘥 𝘗𝘰𝘭𝘪𝘤𝘺 and jointly written with T. Azomahou and B. Diene, examines the dynamics of the double burden of #malnutrition. The article explores the coexistence of undernutrition and obesity within households in South Africa using panel data. His second single-authored chapter, which has recently been published in 𝘞𝘰𝘳𝘭𝘥 𝘋𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵, analyses the impact of internal migration in Ghana on the #nutrition of family members left-behind. In his third chapter, he teamed up with Christelle Dumas & Elsa Gautrain (University of Fribourg) to study the impact of informal adoption on the nutrition of foster children and their siblings who remained in their birth household in 🇿🇦. This paper also uses longitudinal data and carefully deals with the analytical challenges posed by attrition and non-random selection into fostering. 💼 During his PhD, Adrien was also a teaching assistant at the Ecole d'Economie - CERDI, and he did two research stays at the University of Göttingen (Germany) and the University of Fribourg (Switzerland). Recently, he worked as a consultant for the World Bank, contributing to a paper for the Sahel Adaptive Social Protection Programme (SASPP) that maps internal mobility patterns in the Sahel. Adrien Gosselin-Pali belongs to the generation of students that completed their graduate studies and began a thesis in the hard times of the pandemic. He has been able to react to such a difficult situation and achieve important academic outcomes in a short period of time. He has been able to explore new and crucial #research questions at the crossroads of different fields, deploying appropriate econometric techniques to household-level panel data. The successful defense of his PhD thesis is just the first step of a promising career, where he will be able to rely on his valuable skills and positive and resilient attitude. Best of luck!

    📜📚 I am delighted to share insights from our latest research on the "Effective Tax Burden on Mobile Network Operators in Africa", conducted with Gregoire Rota Graziosi and Alou Adessé Dama, through a cash flow allocation modeling. Research point 🔎 🚀📈 Since the 2000s, the mobile telecommunications sector has emerged as a pivotal catalyst for development in African countries, serving as a fundamental driver of socioeconomic transformation. ⚠️ However, as governments seek to increase tax revenue to finance their development, many have turned to taxing Mobile Network Operators (MNOs). Thus, over the period 2000-2023, the license fees for MNOs never stop growing, as did initial existing tax rates, with also the introduction of new sector-specific taxes. 📡 So, what is the Average Effective Tax Rate (AETR) borne by the MNOs in African countries ? Analysis 🔬📝 🔁 ⚖️ This study evaluates the AETR of a MNO that operates a license obtained in 2023 for a period of 15 years, using a Net Present Value (NPV) model of cash flows. 🧮 The AETR summarizes the combined general taxation and sector-specific levies burden. 🏢 Considering the availability of data and the heterogeneity of market structures, a standardized representative MNO is modeled with a comprehensive dataset. Key findings 💡 🚨 The average AETR is significantly high, ranging from 77 percent to 116 percent, under the reference indirect tax incidence. ❗️The AETR assessment exhibits that the current mobile telecommunications tax regime in African countries is globally regressive. ⛔️ The excessive tax burden on the MNO is primarily driven by mobile-specific taxation, particularly ad quantum taxes.     I’m happy to announce that, my article “Does log export ban policy a good strategy to fight deforestation? Lessons from developing countries”, has been published in Journal of Environmental Management. Log export ban is a prohibition of unprocessed wood export. It is applied to promote forest industrialization and to fight deforestation in developing countries. Using Hansen, 2013 data on deforestation, I analyze the impact of log export ban policy on deforestation of 124 countries with forest cover greater than 100 km2 from 2001 to 2019. Log export ban policy adoption increases deforestation by about 22.3%. We identify agricultural land expansion and the forest industry as transmission channels through which the log export ban affects deforestation. Log export ban in the current format is not a good strategy to fight deforestation. Complementary policies are required to make the log export ban policy effective in developing countries. Manger #bio, c’est bon pour la #santé… mais à quel prix ? En Côte d’Ivoire, le maraîchage repose largement sur l’usage intensif de pesticides, malgré leurs effets néfastes bien connus. Face aux limites des politiques de régulation, la demande des consommateurs peut-elle être un levier de transformation vers une agriculture plus durable ?   📊 Une étude menée à Bouaké révèle que 75 % des ménages connaissent les risques liés aux pesticides et une majorité est prête à payer plus pour des légumes bio.     🎓 Huge Congratulations to Dr. Nibontenin YEO on his PhD Defense! After years of hard work, late nights, and groundbreaking research on financial crimes, Nibontenin has officially earned the title of Doctor. 🇨🇮 Dr. Nibontenin Yeo is the Deputy Director of the Department of Financial Controls at the Ministry of Budget in Côte d'Ivoire. He joined the Ministry as a data analyst and monitoring specialist in 2010 and later became Head of the Department. As a #macroeconomist with extensive expertise in #publicfinance, he has made significant contributions to the field. 🇨🇮 🇫🇷 A graduate of ENSEA, Nibontenin furthered his education in the mid-2010s by enrolling in a master's program in Economic Analysis and International Development. This program, funded by the World Bank and co-organized by #FERDI and the Université Clermont Auvergne (UCA), provided a solid foundation for his future endeavors. He also holds a Master's in Public Finance from the Ecole d'Economie - CERDI. Throughout his career, Dr. Yeo has developed a strong expertise in optimizing public finances and has led initiatives to enhance transparency, accountability, and efficiency within the Ministry of Finance. His decision to pursue a PhD focused on financial crimes and their impact on the sustainability of public finances in developing countries. His research was conducted under the supervision of Michaël Goujon (CERDI, UCA) and Emmanuel Brou Aka (University Felix Houphouët-Boigny). The CERDI regularly collaborates with international universities and institutions to address global economic challenges and foster economic development in the Global South. 💸 Balancing his research with his numerous responsibilities as Deputy Director, Dr. Yeo focused on investigating the effectiveness of policies adopted to combat criminal financial activities such as #taxevasion, money laundering, and terrorism financing. He examined the consequences of these activities on #resourcemobilization and economic stability. He also questioned the effectiveness of blacklisting as a policy measure to improve compliance with FATF recommendations. Dr. Yeo is the author of several working papers and has published an article in the peer-reviewed Journal of Financial Crime (JFC), a specialized academic journal on illicit financial activities (t.ly/kxlRL). His research underscores the importance of international cooperation, digitalization, and institutional quality in addressing corruption, money laundering, and other forms of financial fraud. In addition to his academic and professional duties at the Ministry of Budget and Finance, Dr. Yeo collaborated as a research fellow with LEPAC, a research lab specializing in African political studies in Côte d’Ivoire.
