In July 2010 (Council Decision 2010/430/CFSP “establishing a European network of independent non- proliferation think tanks in support of the implementation of the EU strategy against Proliferation of Weapons of Mass Destruction”) the Council of the European Union decided to create a network bringing together foreign policy institutions and research centres from across the EU to encourage political and security-related dialogue and the long-term discussion of measures to combat the proliferation of weapons of mass destruction (WMD) and their delivery systems. The EU Non-Proliferation Consortium, managed jointly by four institutes entrusted with the project, in close cooperation with the representative of the High Representative of the Union for Foreign Affairs and Security Policy. The four institutes are the Fondation pour la recherche stratégique in Paris, the Peace Research Institute in Frankfurt (HSFK/ PRIF), the International Institute for Strategic Studies (IISS) in London, and the Stockholm International Peace Research Institute (SIPRI). The Consortium began its work in January 2011 and forms the core of a wider network of European non-proliferation "think tanks" and research centres which are closely associated with the activities of the Consortium. The main aim of the network of independent non-proliferation think tanks is to encourage discussion of measures to combat the proliferation of weapons of mass destruction and their delivery systems within civil society, particularly among experts, researchers and academics. The scope of activities shall also cover issues related to conventional weapons. The fruits of the network discussions can be submitted in the form of reports and recommendations to the responsible officials within the European Union. The Consortium works through the organization of expert meetings, international conferences, ad hoc seminars, through the development of a dedicated website and through a family of publications.

📆 Ongoing : The Fifth Review Conference (5RC) of the Convention on the #Prohibition of the Use, Stockpiling, Production and Transfer of #Antipersonnel #Mines and on Their #Destruction is being held in Siem Reap, #Cambodia (25–29 November 2024). Last year, the States Parties agreed to elect Cambodian Senior Minister H.E. Ly Thuch, First Vice President of the Cambodia Mine Action and Victim Assistance Authority as President of the Fifth Review Conference. Upon his election, H.E. Ly Thuch called upon the international community to seize the opportunity presented by the #Review #Conference to promote universalization of the Convention, implement Article 5 and assist mine victims, all which are part of #Cambodia's priorities for its #presidency. On 25 October 2024, 100+ young professionals joined the second edition of "Engagement Opportunities in Arms Control, Disarmament, and Non-Proliferation for Young Professionals and Students," hosted by Vienna Center for Disarmament and Non-Proliferation (VCDNP), IAI - Istituto Affari Internazionali and International Student/Young Pugwash (ISYP). The event highlighted youth-led initiatives & career advice, feat. speakers from BASIC (British American Security Information Council)'s Emerging Voices Network, European Leadership Network (ELN), United Nations Office for Disarmament Affairs and EU Non-Proliferation and Disarmament Consortium . International Student/Young Pugwash (ISYP) was presented by ISYP Deputy Director Kseniia Pirnavskaia. She explained how ISYP covers a wide range of topics related to existential risk. The event began with opening remarks from Vienna Center for Disarmament and Non-Proliferation (VCDNP)'s Federica Dall'Arche and ISYP Leadership Team member Sanaa Alvira, who also served as the event's moderator. Reaching Critical Will (RCW) : « On 13–15 November 2024, the High Contracting Parties to the Convention on Certain Conventional #Weapons (#CCW) met in #Geneva for their annual meeting. The meeting was held in informal mode, after #Russia took the conference hostage by agreeing to confirm the Rules of Procedure only if certain restrictions were imposed upon the participation of observers in the meeting. This move by Russia is not new, as its delegates have tried to place obstacles in the way of participation by #civilsociety in previous meetings of the CCW, as well as in other #disarmament fora.
