Achieving the fourth Sustainable Development Goal (SDG 4) on education requires sound evidence and analysis to support policy-making, facilitate the sharing of good practice, and hold those responsible to account for fulfilling their commitments. The Global Education Monitoring Report (GEM Report) is the global public good that serves this purpose. Established in 2002, the GEM Report is an editorially independent report, hosted and published by UNESCO. At the 2015 World Education Forum, it received a mandate from 160 governments to monitor and report on: - Progress on education in the Sustainable Development Goals (SDGs), with particular reference to the SDG 4 monitoring framework - The implementation of national and international strategies to help hold all relevant partners to account for their commitments, as part of the overall SDG follow-up and review process. The annual GEM Report is based on multiple sources of data, which enables it to provide a macro view of education issues. Through multiple communication channels, it reaches all regions of the world. It serves as a foundation for evidence-based advocacy to promote progress towards SDG 4, including by convening dialogue on education issues among key decision makers that can effect policy change. The GEM Report’s vision is to serve as the main resource for decision makers who seek comparative research and knowledge to inform their actions on inclusive and equitable quality education at national, regional and global levels. Its mission is to synthesise, analyse and clearly present the best available data, evidence and research to explain progress and differences in education, and to make recommendations that stimulate reflection and dialogue and thereby improve policymaking.

    Save the date! Join us for the launch of the 2023 Global Education Monitoring (GEM) Report in Southeast Asia on Technology in Education : A Tool on Whose Terms?, in partnership with SEAMEO SEN and with the support from SEAMEO Secretariat and the GEM Report UNESCO team on 5 December 2024! The launch of this national edition, will bring together ministers of education, educators, and key stakeholders to discuss challenges and opportunities in leveraging technology for education. The #GEMReport provides valuable insights into the benefits of educational technology while addressing critical challenges, such as uneven internet access, varying levels of digital readiness, and the necessity for policies that foster equitable technology integration. These findings aim to equip educators and policymakers with the tools to create inclusive learning environments tailored to the diverse needs of learners.     On this International Day of Persons with Disabilities, let’s break barriers in education and create opportunities for all learners! Children with disabilities are 7% less likely to finish primary school than their peers, with gaps widening to 10% in Zimbabwe and 14% in Iraq. These numbers likely underestimate the challenge, as many families in disadvantaged communities may not report disabilities. Technology can transform education, offering new ways to learn and thrive. In Kenya, visually impaired students are using tablets with screen readers to study independently. In the US, sign language storybooks are helping deaf preschoolers build essential reading skills. Tools like Braille devices, closed-caption videos, and speech-generating applications are improving literacy, numeracy, and social skills, helping students overcome barriers that once seemed insurmountable. Yet challenges persist. During the pandemic, only 12% of visually impaired learners had access to Braille materials, and just 10% of deaf students received audio transcripts. A lack of teacher training and limited access to assistive tools mean many are still left behind.   • System leaders are the unsung heroes of education. These are education officials — district officers, school inspectors, curriculum specialists, and others — working at central and local levels to achieve system-wide education goals. Their responsibilities include: ✅ Setting directions by aligning education goals and policies. ✅ Monitoring progress to ensure curriculum, pedagogy, and assessments reflect priorities. ✅ Supporting schools by mentoring and guiding principals and teachers. ✅ Fostering collaboration to drive school-to-school networks and local reforms. Yet, despite their critical role, system leaders are often under-recognized, under-supported, and under-researched. The #2024GEMReport highlights their impact—and the urgent need to invest in them to #LeadForLearning. Why do system leaders need support? 🔸 Many lack clarity about their roles, limiting their effectiveness. 🔸 Few receive leadership training, impeding long-term improvements. 🔸 Recruitment prioritizes tenure over talent, sidelining essential skills. 🔸 Political influence undermines appointments and weakens systems. It’s time to recognize and invest in system leaders. Yet, as they progress through their education, girls’ confidence often declines — not due to a lack of ability, but because of the pervasive stereotype that STEM (Science, Technology, Engineering, and Mathematics) is “for boys,” which significantly impacts their interest and performance in these fields. 🕓 The timeline below shows global trends, reflecting the average educational journeys of boys and girls. It highlights key moments where gender disparities begin to emerge, revealing how stereotypes and societal expectations shape confidence and opportunities in STEM.     Women are still significantly underrepresented in STEM fields, despite decades of progress. Globally, only 35% of STEM graduates are women (according to UNESCO Institute for Statistics), and the digital sector is even more imbalanced. Women make up just 26% of workers in data and AI, 15% in engineering, and only 12% in cloud computing across the world’s leading economies.
