It is about the assassination of the Kennedy’s John and Bobby and Martin Luther King Jr..
In the song are 6 white horses mentioned which is strange. You don’t need 6 horses to carry a dead body for this you need at most one horse with a small wagon.
The Song is divided in 3 Stanzas which leads to 3 times 6 Horses and forms the number 666.
Which fits in terms of style of writing also to Johnny Cash
The horses are all white which leads to racist problems which where in that time a huge problem in the USA.
That all this is combined in one song is a sine that the racial problems in the 60th and 70th where far more dangerous then it is reported today.

Also to mention is that [Bob Dylan}(

) refer in his 1970 released Album Self Portrait to this song with the first song of the album All The Tired Horses, here as a cover version. The Original Dylan lyrics where sung by 4 women which adds the Manson Family to this racist situation. The Family believed that Manson was a manifestation of Jesus Christ and that his prophecies were reliable concerning an imminent, apocalyptic race war. They appear maybe crazy and small but probably had more explosive potential that it is known.
