Die Treuhandanstalt: Eine empirische Bestandsaufnahme 30 Jahre nach der Deutschen Wiedervereinigung

Abstract

Auch 30 Jahre nach der Wiedervereinigung bleibt die Verwaltung und Privatisierung der ehemaligen DDR-Staatsunternehmen durch die Treuhandanstalt umstritten. Die dieser ZEW-Kurzexpertise zugrundeliegende Studie liefert eine ausführliche empirische Bestandsaufnahme des Privatisierungsprozesses und seiner wirtschaftlichen Folgen. Zum ersten Mal wird die Privatisierungsaufgabe der Treuhandanstalt dabei in ihrer Gesamtheit analysiert und auf Grundlage ihres Mandats zur Privatisierung wettbewerbsfähiger Unternehmen untersucht. Es wird gezeigt welche Unternehmen verkauft wurden, welche Preise für diese Unternehmen erzielt wurden, wer sie erwarb und was im Hinblick auf ihr Überleben aus den Unternehmen geworden ist. Anfänglich produktivere Unternehmen wurden im Durchschnitt häufiger und rascher privatisiert und konnten höhere Privatisierungserlöse verbuchen. Unternehmen mit höherer anfänglicher Produktivität haben auch eine höhere Wahrscheinlichkeit, 20 Jahre nach Privatisierung noch wirtschaftlich aktiv zu sein. Allerdings zeigen die Ergebnisse auch, dass die Treuhandanstalt produktivere Unternehmen mit signifikant höherer Wahrscheinlichkeit an westdeutsche Investoren verkaufte und somit gerade produktive DDR-Firmen nicht in ostdeutschem Eigentum verblieben.
