Carnegie India, the sixth international center of the Carnegie Endowment for International Peace, opened in April 2016 in New Delhi. As with Carnegie’s centers in Beijing, Beirut, Brussels, Moscow, and Washington, Carnegie India is staffed and led by local experts who will collaborate extensively with colleagues around the world. The center’s research and programmatic focus includes the political economy of reform in India, foreign and security policy, and the role of innovation and technology in India’s internal transformation and international relations.

    We hosted a #SecurityStudiesSeminar with Avtar Singh Bhasin, where he discussed his latest book, 𝘕𝘦𝘨𝘰𝘵𝘪𝘢𝘵𝘪𝘯𝘨 𝘐𝘯𝘥𝘪𝘢’𝘴 𝘓𝘢𝘯𝘥𝘮𝘢𝘳𝘬 𝘈𝘨𝘳𝘦𝘦𝘮𝘦𝘯𝘵𝘴. The seminar explored the historical significance, diplomatic intricacies, and strategic decisions behind five pivotal agreements that have shaped India's foreign policy since Independence. Bhasin highlighted the critical role of political leadership and negotiation strategies in achieving successful outcomes.

    💥NEW PAPER FROM ME: A Comprehensive Analysis of AI Regulation in India💥 My paper captures the general sentiments on AI regulation in India and suggests a policy roadmap based on extensive consultations and research. Some of our findings were surprising — turns out government, industry and civil society agree on many aspects of AI regulation. That makes me hopeful that we can convert consensus into action. But there are some roadblocks — we don't yet have empirical evidence of harm in the Indian context to fully understand AI risks and frame new regulations. There's also the complex task of figuring out where the gaps lie in existing laws, and how to plug them in efficient ways (see Part 2). Another concern is the lack of state capacity. Expertise and enforcement is a challenge. We need to think up agile, flexible and innovative frameworks to supplement current capacity (an AI Safety Institute for India perhaps?). Overcoming these obstacles will require a multi-fold strategy. For a country like India, we recommend a targeted and iterative approach that blends capacity building, risk assessments and self regulation with some government oversight (see Part 4). We also identify key agencies that should be involved . This is the first comprehensive analysis of AI regulation in India, so we welcome your feedback and hope you find it informative, accessible and useful. Finally, please share this paper with anyone interested in AI policy - if nothing else, the 100+ footnotes are a treasure trove of resources. And if you're looking for someone to speak to a global audience about AI policy in India, please reach out. Organized by The Takshashila Institution and Dynamatic Technologies Limited, this event signifies a landmark collaboration between a premier think tank and a leading aerospace company in Bengaluru. As the cradle of India's defense, aerospace, and tech industries, Bengaluru stands at the forefront of innovation. BSD’s launch represents a vital step in strengthening the defence innovation ecosystem by fostering deeper engagement among all stakeholders. It’s a promising indicator of the city's future leadership in shaping national and global security frameworks.

    🔔 𝐍𝐞𝐰 𝐏𝐚𝐩𝐞𝐫  This paper by Saheb Singh Chadha provides a comprehensive analysis of the India-China standoff from 2020 to 2024. It traces its evolution, details the phases of negotiation, and highlights key takeaways and policy recommendations for future bilateral ties. Read more: https://buff.ly/3BAlnUi The India-China standoff began in April–May 2020 when Chinese troops moved toward the LAC in eastern Ladakh. What has followed has been a 4-year standoff involving 100,000+ troops, marked by clashes—including the first fatalities on the border since The paper divides the standoff into 3 distinct phases: 🔹 𝐏𝐡𝐚𝐬𝐞 1 (Apr 2020–Sept 2020): Crisis and management. 🔹 𝐏𝐡𝐚𝐬𝐞 2 (Sept 2020–Sept 2022): Disengagement from four friction points. 🔹 𝐏𝐡𝐚𝐬𝐞 3 (Sept 2022–Dec 2024): Differences & disengagement in Depsang and Demchok. It highlights the work of key negotiation channels: 🔹 𝐒𝐇𝐌𝐂𝐋 𝐭𝐚𝐥𝐤𝐬 (military-level; better known as the corps commander talks) 🔹 𝐖𝐌𝐂𝐂 𝐦𝐞𝐞𝐭𝐢𝐧𝐠𝐬 (diplomatic-level) 🔹 𝐏𝐨𝐥𝐢𝐭𝐢𝐜𝐨-𝐬𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐭𝐚𝐥𝐤𝐬 (heads of state and ministers) These channels worked in tandem, with high-level talks playing a decisive role in achieving disengagement. The Oct 2024 agreement on patrolling, the subsequent meeting between PM Modi and President Xi, and the Dec 2024 disengagement are seen as significant progress and the beginning of a limited re-engagement. The paper investigates the reasons behind Chinese actions in the summer of 2020 and concludes that China has sought to coerce India at their border because China views India’s border infrastructure build-up as part of a plan by the U.S. to contain China in Asia. How did 4 years of negotiation shape India-China relations? What role did various diplomatic and military factors play in resolving the deadlock?     I moderated a panel on India-US-Europe Trilateral Cooperation on Technology with panelists Nivruti Rai (MD and CEO, Invest India), Becky Fraser (VP, Global Government Affairs, Qualcomm), Asees Ahuja (Director EU Policy, Confederation of Swedish Enterprise), and Hitesh Garg (VP and India Country Manager, NXP Semiconductors) last week at the India Trilateral Forum led by Garima Mohan, PhD. We explored how the three geographies can diversify tech supply chains to reduce risks and dependencies—through trusted #G2G partnerships for long-term #B2B collaboration, rethinking policies on trade, investments, and incentive schemes, lessons from India’s success with #digitization, and understanding details on integrated #semiconductor supply chains. Personally, it was a great learning experience!
