  • Who Makes the Laws in India? 🤔 (Hint: It’s Not Just the Government!) The Pre-Legislative Consultation Policy (PLCP) was introduced in 2014 to make the lawmaking process more transparent, participatory, and inclusive. Under this policy, every Ministry or Department is required to publish draft laws in the public domain for at least 30 days, inviting feedback from citizens. Along with the draft, they must provide an explanatory note that includes the justification for the law, its financial implications, its impact on fundamental rights and the environment, and an assessment of its social and financial costs. After the consultation, a summary of public feedback is supposed to be uploaded and included in the Cabinet note when the law moves forward. Parliament’s Standing Committee is also meant to review this feedback during deliberations.   • Did you know Mumbai’s Coldplay concerts generated 82 tonnes of waste—but the venue stayed clean? That’s because of proper waste segregation! To improve waste management across India, the government has proposed new waste segregation rules. These rules apply to homes, businesses, schools, housing societies, festivals and even airports and ports! So, what’s changing? Waste must be segregated into four categories—wet, dry, sanitary, and special care waste. Bulk waste generators (like societies and schools) must register online and report their waste. Plus, dumping and burning waste is strictly prohibited! These are just draft rules for now, and the government wants your feedback! The deadline to share your views is February 7, 2025.     Civis' Public Consultation Awards 2025 Today, on 5th February, we mark a significant milestone as it was on this day in 2014 that India's Pre-Legislative Consultation Policy (PLCP) was officially mandated—a step that laid the foundation for participatory policymaking in the country. To mark 10 years of the PLCP, Civis instituted the Public Consultation Awards in 2024 to honour policy makers for their efforts in integrating public consultation and participation into India’s policy making process.
