    Commuters traveling from Baner to Shivajinagar faced massive delays on Thursday morning due to severe traffic congestion caused by a diversion implemented for ongoing Metro construction. The traffic snarls stretched up to Abhimanshree Society Chowk on Baner Road and ABIL House Chowk, with some residents reporting being stuck for over an hour. The construction has reduced the carriageway width between Yashada and University Chowk, worsening the situation. Matters escalated when police unexpectedly closed the road near ABIL House towards E-Square during rush hour, causing jams to stretch for kilometers. Relief only came later in the morning when police reopened the road. Many commuters expressed frustration, citing a lack of coordination between PMC and traffic authorities. One resident noted that such sudden closures, without prior notice, left people stranded without alternative options. Traffic police stated that the closures were part of trials ahead of further Metro-related diversions, which are set to begin on Friday. Starting then, traffic adjustments will affect major routes, including the stretch from University Chowk to Shivajinagar via Ganeshkhind Road. Vehicle movement will be restricted on certain stretches, and night traffic will be halted from 10 PM to 7 AM. Roadside parking bans have also been announced for key areas like Range Hills Corner and Agriculture College Road. Commuters demanded better planning and regular updates on diversions, emphasizing the urgent need for smoother management as the construction has caused chaos for months.     The construction of the new Sadhu Vaswani bridge in Koregaon Park, which began in July and is expected to take at least two years, has hit a roadblock due to pending clearance from the Railways. For two months, the Pune Municipal Corporation (PMC) has been waiting for permission to demolish the portion of the existing bridge over train tracks, as this requires pausing train traffic. While Railways officials claim all permissions were given months ago, PMC states they have yet to receive a timetable for the required train stoppage. Despite this, PMC has continued work on the new bridge’s foundations and demolished other parts of the old bridge, leaving only the section over the tracks pending. Meanwhile, large-scale traffic diversions in Koregaon Park, Mangaldas Road, and Circuit House areas due to the construction have caused severe congestion and longer commute times for residents.     The Pune Metropolitan Region Development Authority (PMRDA) lodged six FIRs last month against illegal constructions within its jurisdiction, with applications for three more cases pending registration. Despite issuing stop-work notices, the construction activities continued, prompting legal action. Most of these unauthorized structures were residential. PMRDA's demolition drives were temporarily halted following a Supreme Court directive limiting action to illegal structures on roads and water bodies. A senior PMRDA official added that normal operations will now resume after the election duty and model code of conduct concluded. PMRDA's jurisdiction spans nine talukas, where many rural residents often fail to seek mandatory permissions due to lack of awareness, registering their constructions with gram panchayats instead.     The Mumbai-Pune Expressway, India's first high-speed expressway, has completed 25 years since its initial section opened in 1999, with the entire 94.5-kilometer stretch becoming operational by 2002. Built by the Maharashtra State Road Development Corporation (MSRDC) at a cost of approximately ₹1,630 crore, the expressway connects Navi Mumbai's Kalamboli to Pune's Kiwale. It significantly reduces travel time between the two cities from three hours to just one. Funded with support from the then Prime Minister, the expressway has become a crucial route, enhancing connectivity and boosting economic activity between Mumbai and Pune. Toll rates for the expressway are revised every three years, increasing cumulatively by 18%. The last revision in April 2023 raised the toll for cars to ₹320 from ₹270, while buses now pay ₹940 instead of ₹797. The toll for two-axle trucks increased from ₹585 to ₹685. Officials have confirmed that toll rates will remain unchanged until 2030, following a final revision scheduled in 2026.     The Maharashtra government has directed the Pune Municipal Corporation (PMC) to transfer all documents related to construction activities in the villages of Phursungi and Uruli Devachi, which have recently been excluded from PMC limits and designated as municipal councils. This decision, issued by the Urban Development Department, raises concerns about the future of the Town Planning (TP) schemes in these areas. Following the exclusion, construction permits in these villages were held up with the PMC, prompting the Commissioner to seek clarity from the state government. The government has now clarified that the responsibility for construction-related matters rests with the respective municipal councils, ending the PMC's authority over these villages. The exclusion of Phursungi and Uruli Devachi from the PMC has left the fate of the Town Planning (TP) schemes uncertain. PMC had been working on a TP scheme spanning 371 hectares in these villages, with its final design nearing completion. The scheme, estimated to cost Rs 700 crore, is now in limbo due to the villages’ exclusion.     PNC Infratech has received approval from the National Highways Authority of India (NHAI) to transfer a 100% stake in three of its subsidiaries involved in road projects in Uttar Pradesh to Highways Infrastructure Trust (HIT). This move is part of a Rs 9,005 crore deal with HIT, an Infrastructure Investment Trust (InvIT) managed by KKR & Co Inc., which includes the divestment of twelve road assets spanning nearly 3,800 lane kilometres across Karnataka, Madhya Pradesh, Rajasthan, and Uttar Pradesh. The subsidiaries approved by NHAI for transfer are PNC Bithur Kanpur Highways, PNC Gomti Highways, and PNC Aligarh Highways. The transaction, signed in January 2024, involves eleven National Highway Hybrid Annuity Mode (HAM) assets and one State Highway BOT Toll asset. According to sources, PNC Infratech is finalizing approvals from highway authorities and lenders to meet conditions for the deal, with plans to close ten of the twelve asset transfers by March 2025, representing 85% of the deal value. The remaining two assets are expected to be completed by the first half of FY26.     Several prominent real estate developers, including Lodha Group, K Raheja Corp, Puranik, and Lokhandwala Infrastructure, have applied for deregistration of 19 projects across Maharashtra in cities such as Mumbai, Thane, Pune, Nashik, and Nagpur. The list issued by MahaRERA on November 12 highlights that projects include three by Lodha Group in Thane, three by K Raheja Corp in Pune, and one by Lokhandwala Infrastructure in Mumbai’s Lower Parel, among others. MahaRERA has invited public objections within 30 days before finalising the deregistration. Developers can seek deregistration due to reasons like financial challenges, litigation, changes in government norms, or lack of viability. So far, 138 real estate projects in Maharashtra have been deregistered, including notable names like Raymond Realty, Mahindra Lifespaces, and Wadhwa Group. MahaRERA data reveals over 47,000 projects have been registered since its inception in 2017, with 15,000 completed. The regulator allows deregistration only after settling claims of stakeholders and homebuyers to ensure transparency and fairness in the process.
