On November 28 and 29, Asar in partnership with Heinrich Böll Stiftung organised a consultation on Gender and Just Transition at the India Habitat Centre, New Delhi. On the first day we had a thought-provoking panel on framing the energy transition to be gender-just and inclusive. The discussion revolved around putting women at the centre of the just transition discourse in India and also made a case of going beyond coal and looking at all forms of informal and insecure livelihoods. This was followed by a panel on women’s work and energy transition in India in which different perspectives on women’s inclusion and participation in the labour force and in the renewable energy sector in particular was discussed in detail. Some significant gaps and possible opportunities for gender mainstreaming in livelihoods was discussed in detail. On the second day, we kickstarted with an interesting panel from the grassroots with women leaders and representatives from various parts of the country spoke about the real impacts felt from various transitions on ground. This includes the plight of women whose families are engaged in coal mines, those who are working in the gig economy, women engaged in waste related livelihoods and also those who are slowly finding a place in the renewable energy sector. We also heard from journalists on the issue through compelling stories and narratives of women who are left behind in the energy transition discourse. Our last panel focussed on investing in gender and just transition in India where we had representatives of philanthropies and funding oprganisations sharing their insights and perspectives from working and supporting individuals and organisations in the space. The consultation was a big success as we had a room full of important voices on the issue- from women living in coal belts to journalists reporting on concerns with respect to gender just transition, researchers and academics to representatives of various CSOs working on the various intersections of the issue. In the two days, we had over a hundred participants from across 7 different states. The consultation underlined a need to create a bottom-up, feminist discourse on energy transition to ensure inclusive solutions and representation of those on the grassroots in key decisions. At the end, the participants also showed interest in collaborating and collectivising to continue working on the issue. The recent COP29 conference in Baku concluded with outcomes that are clearly setbacks in the pursuit of climate justice. The agreed-upon climate finance target of $300 billion annually by 2035 falls significantly short of the trillions required to effectively support vulnerable nations in mitigating and adapting to climate change. Additionally, the establishment of international carbon markets under the Paris Agreement has introduced new loopholes, potentially enabling continued fossil fuel emissions. These developments underscore the persistent challenges in achieving equitable climate action and highlight the necessity for more ambitious commitments from the global community.
