[en] As we think about the nature of the nuclear security architecture we are building, we believe that we should be guided by several principles. The architecture should be comprehensive, it should be based on international standards, it should support the identification and recognition of assurances relating to nuclear security, and it should encourage declining stocks of directly usable fissile material. We see this conference and future such meetings, as well as the next two Summits, as critical drivers to make progress on these principles

[en] The IAEA nuclear security recommendations for radioactive material and associated facilities have been widely used by the States for the establishment, management and sustainability of their nuclear security regimes for radioactive material and the associated facilities. The publication is making a difference and achieving its desired objectives. However, a continued effort is required by the international community particularly by IAEA for the guidance of the States and providing a forum for sharing the best practices and experiences. [en] Inter-ministerial cooperation is critical for governments to successfully address the lingering, trans-national threat of illicit trafficking of nuclear and other radioactive material. National Nuclear Smuggling Response Plans, Counter Nuclear Smuggling teams and nuclear forensics are reviewed as examples of inter-ministerial cooperation. National governments should review inter-ministerial cooperation mechanisms and consider new ones given the limited success in stopping illicit trafficking of these dangerous materials. (author)

[en] In the last three years some projects were initiated by the IAEA to improve the academic offerings in Master programs in terms of nuclear security. This document will introduce some of those activities. It will give an overview of achievements to date, lessons learned and current issues in developing Master courses or modules for them; and it will analyse the directions, challenges and priorities for today and the future. As a case study, the IAEA’s Educational Programme in Nuclear Security will be introduced as the main structure for different educational activities described in this document. (author)
