AbstractAbstract
[en] This paper briefly expounds the importance of nuclear import and export management. Based on the current international nuclear trade situation and the trend of China's nuclear power technology 'going out', combined with practice, the nuclear import and export management and major issues in China are deeply analyzed. Then, the recommendations are proposed such as improving relevant program, strengthening supervision and establishing internal compliance program. It is of theoretical and practical significance to comprehensively enhance the competitive advantage of the nuclear industry, implement the strategic policy of nuclear power technology 'going out', and complete the task of building China into a powerful nuclear industry country. [en] In recent years, integration of defense and civilian technologies has been strengthened in the field of nuclear security. Remarkable achievements have been made in the independent development of nuclear security equipment and software. In order to promote the better and faster on the independent development of nuclear security, it is necessary to the current domestic nuclear security equipment and software independent of the current situation, requirements and existing problems were analyzed and summarized, and put forward recommendations based on the problem-oriented and combined with the needs. Clearly autonomous development is the only way for nuclear security equipment and software. (authors)

With the development of science and technology, UAV has become one of the main new threats to nuclear security. This paper first briefly describes the concept of nuclear security, and then introduces the concept of UVA, classification methods and the main types of threats in the field of nuclear security. [en] The floating reactor is a new nuclear facility which combines with nuclear and Marine engineering, Generally, it is far from the continental operation and adopts the island operation mode, the threat of invasion is more complex than that of onshore plants. The quantitative assessment theory of the physical protection system of nuclear power plant in China starts late, the existing evaluation methods do not reflect the comprehensive effectiveness of the system, it is difficult to satisfy the evaluation demand of floating pile physical protection system under complex situation. Based on the design basis effectiveness evaluation, system effectiveness evaluation index system is established, the application of analytic hierarchy process (AHP) to physical protection system effectiveness evaluation. [en] Nuclear security is one of the guarantee of the healthy, safety and sustainable development of nuclear industry. It has great influence on national security. In most cases, nuclear security equipment is located in sensitive areas, requires high level of independence and controllability. At present, the use rate of independent and controllable nuclear security equipment is quite low, thus introduce a unnegligible risk of leak of sensitive information, tamper of vital data, back-door issue. [en] In view of the technical requirements of nuclear material safety supervision, the concept of integrated supervision is introduced into the security monitoring of nuclear material storage, transfer and transportation process by using the related technology of Internet of Things in this paper, which providing technical support for nuclear material safety supervision. A design thinking of integrated nuclear material security monitoring system based on Internet of Things is proposed, function design and information design requirements of the monitoring system are analyzed, and the overall module design of the integrated nuclear material security monitoring system is put forward. The implementation example of the key technology of nuclear material condition monitoring based on RFID is further introduced. It has a positive role in promoting nuclear material safety supervision and has an important practical significance. (authors)

[en] With the fierce competition in international energy, small reactors have emerged in time. Small area, less investment and short construction period make small reactor have obvious advantages in international energy competition. Nuclear security is an important part of the construction and management for nuclear facilities, which provides an important guarantee for the safety of nuclear facilities and materials. In view of the traditional large and medium-sized reactors, China has established a set of nuclear security system, which has matured. It has strict requirements for construction and supervision. However, with the rapid development of small reactors, the requirements of traditional reactors cannot be fully applied. From the aspects of construction and operation of small reactors, this paper analyzes the present situation and existing problems of nuclear security of small reactors in China by comparing with traditional reactors, and looks forward to the new technology of nuclear security of small reactors in future. The development direction of nuclear security of small reactor is discussed. (authors)

[en] As the key security object, nuclear facilities, once attacked will not only bring economic losses, but also cause immeasurable public opinion impact. And it could even create fatal effection on the development of the entire nuclear industry. It is commonly believed that when nuclear facilities are attacked, the on-site disposal is basically handled by the CAPF and Police. Even if the guards are involved, they play only marginal roles. In fact, through hundreds of drills among the three parties (CAPF and Police and nuclear facility guards), It proved that a highly skilled team of nuclear guards plays a vital role in the rapid and professional handling of nuclear security emergencies Based on the analysis of the international and domestic nuclear security situation, regulatory requirements, the responsibilities of nuclear facility guards and the future development of nuclear security, this paper provides reference for the subsequent construction of nuclear facility guards. [en] China's nuclear power plants generally adopt digital control systems that may reduce the possibility of human error and reduce the workload of operators, but it also brings new risks to the operation of nuclear power plants. Attack tree analysis allows threats against system security to be modelled concisely by graphical format, the establishment of an attack tree enables network attack simulation, network attack detection and prevention, network security assessment, and network security exercises. It will provide important help for designers, security personnel, and operation and maintenance personnel. By analyzing the vulnerability of nuclear power plants and combining the traditional attack tree analysis ideas, establishing a nuclear power plant network security attack tree can help to comprehensively improve the network security level of nuclear power plants.
