AbstractAbstract
[en] The concept of a trade and sustainability agenda for the Americas is explained and a historical account of the process of making this concept a reality is discussed in a background paper for the Hemispheric Trade and Sustainability Symposium held on April 18, 2001 in Quebec City. The Symposium was held in conjunction with the Third Summit of the Americas, where heads of 34 American nations discussed ways and means to encourage hemispheric cooperation. The object of the Symposium was to provide a constructive, policy-oriented, and knowledge-based open forum for dialogue on trade and sustainability issues; to identify policy options that can be mutually beneficial to trade, environment and development, and to increase public support for trade liberalisation in the Americas. The strategy aims to build a sustainable FTAA through the identification of a series of environmental provisions to be incorporated in the Agreement; strengthen environmental cooperation in the Americas, especially in trade-sensitive, or trade-related sectors, and create a high level hemispheric expert group on trade and sustainability for continuous and constructive dialogue with civil society and industry on these issues. The backgrounder provides a precis of the fundamental aspect of building a sustainable FTAA, explains the origin of the prevailing fear of unilateral environment-related trade sanctions by the United States, the fear of protectionist measures by Canada and the United States based on environmental provisions in the FTAA, and the fear that higher environmental standards and regulations would undermine the competitiveness of Latin American and Caribbean businesses. The paper attempts to dispel these fears by explaining the mechanism envisaged to be predominant in creating the triple-win strategy, namely impact assessment, transparency, participation and dispute resolution processes. The eventual agreement should also mention sustainable development as an overarching objective of trade and economic policy, reinforce the need for environmental cooperation and affirm the sovereign right of States to establish their own levels of protection. The document should specifically discourage trade sanctions in the environmental sector and commit parties to upward harmonization of environmental standards and regulation over a period of 10 to 15 years. The rationale for strengthening hemispheric environmental cooperation and for the hemispheric expert group on trade and sustainability are also outlined

AbstractAbstract
[en] The probable warming of the world over the next few decades due to human activity presents a unique threat. The threat of global warming has been brought about by the activities of the entire human race, and only action by a large part of the human race can slow down the process or halt it. Other unwanted effects of industrial activity are trans-national, and require international agreements to regulate them, most obviously radioactivity from nuclear power accidents, acid rain and river pollution; but climatic change, unlike these, is global. International negotiations are going on now to deal with the problem of global warming, mostly by reducing the emission of gases that contribute to it. These are preliminary, yet already different perceptions and conflicting interests are emerging. The aim of the present negotiations is a convention for the UN Conference on Environment and Development (UNCED) to be held in June 1992, the so-called ''Earth Summit''. (author)

[en] Results of the hearings before the joint meeting of the Subcommittee on Energy Research and Development and Subcommittee on International Scientific Cooperation of the Committee on Science, Space, and Technology of the House of Representatives to hear testimony on the recently released report of the Office of Technology Assessment (OTA), Starpower, dealing with the US and international quests for fusion energy are reported. The report discusses the key elements that make for a strong domestic program as well as important aspects of international cooperation in magnetic fusion. The important place of the Compact Ignition Tokamak in the domestic fusion energy program is emphasized. The Starpower report indicates that there is no foreseeable energy crisis and, therefore, this is an excellent time to take steps to develop an alternate energy source. It is pointed out in the discussion that billions of dollars are being spent on fusion energy, but that private industry does not see any possibility of profit available for 2 or 3 decades

AbstractAbstract
[en] This work investigates the causality relationship between gross domestic product (GDP) and energy consumption in the six countries of the Gulf Cooperation Council (GCC). Recently developed panel cointegration and causality techniques are used to uncover the direction of energy-GDP causality in the GCC. Empirical results indicate a unidirectional causality running from GDP to energy consumption. Evidence shows no support for the hypothesis that energy consumption is the source of GDP growth in the GCC countries. Such results suggest that energy conservation policies may be adopted without much concern about their adverse effects on the growth of GCC economies

[en] This paper discussed energy and climate policies and programs aimed at reducing greenhouse gas (GHG) emissions in North America. The aim of the study was to determine how energy production and use will impact policy responses to climate change and the development of clean energy technologies. Energy sectors in Canada, the United States and Mexico were outlined, and the relationships between the different countries and their energy systems were discussed. Energy policy drivers and infrastructure in each of the 3 countries were also discussed. The influence of energy security on energy trading, clean energy technology, and climate change policy was also investigated in order to identify barriers to future cooperation between the countries. Emerging areas of cooperation were outlined. Potential climate policy scenarios were reviewed, and the implications of a more highly integrated North American energy and climate policy were discussed. The study indicated that increased linkages between the Canadian and United States systems are likely in the future. 62 refs., 11 tabs., 7 figs.
