[en] The World Energy Council (WEC) with the technical support of ADEME (the French agency for environment and energy management) carries out every 3 years a report on the review of the energy efficiency policies implemented around the world. To provide a diagnosis of the situation, three complementary topics are analysed. Firstly, a monitoring of the recent trend of energy efficiency trends over the period 1980-2006 is performed with more than 20 energy efficiency indicators at sectoral and end uses levels by regions and main countries. Results show that at world level, the primary energy intensities has decreased by 1.6% per annum since 1990 with an acceleration in the recent past due to energy prices increase. Secondly, through a questionnaire sent to all the national WEC committees, a survey has been conducted on the energy efficiency policy implemented. Based on a sample of more than 70 countries, of which half are non OECD countries, a synthesis has been carried out showing convergence, but also divergences in the policy mix according to national circumstances across countries. Finally, 5 selected study cases about in-depth evaluation of the impacts of specific policies have been conducted by international experts. This in-depth analysis based on several good practices provides relevant inputs for decisions makers. Recommendations and conclusions on policies implementations are drawn. [en] Since more than a decade, the European Commission through the Intelligent Energy for Europe programme and 29 partners, mainly European national energy efficiency agencies, have developed common methodologies on energy efficiency monitoring. This relies on two complementary tools: 1) ODYSSEE, an internet database on energy efficiency indicators. Around 200 indicators comparable and harmonised across countries are developed at sectoral or end uses levels, over the period 1980-2006 for the EU-15 countries and from 1990 for EU-10 countries + Croatia and Norway. 2) MURE, an interactive internet data base on energy efficiency policies. More than 1300 policies descriptions are stored. When available, ex-post evaluations are reported. Based on this material provided by each of partners representing all the EU-Members and Croatia, a cross countries analysis is carried by sector on the recent trends for the EU as a whole and by countries. This diagnosis of benchmark shows that countries which have performed the best differ according to the end uses. The contribution of the manufacturing sector in the energy savings seems slowing down compared to the late nineties. Inversely, results in transport seem now encouraging. The building sector has performed disappointingly despite numerous policies. Analysis of the policy mix across countries and its dynamic shows divergences between the EU-15 countries and the EU 10. Innovative measures can be found everywhere and are discussed extensively. These results become more and more widely used by member state to assess and interpret the target and the National Energy Efficiency Action Plan of the plan of the Energy Service directive recently launched. This report presents an analysis of energy efficiency trends in Croatian on the basis of energy efficiency indicators based on the ODYSSEE methodology. This analysis focuses on the period 1992-20041, in the energy consumption and energy efficiency in total and in sectors (industry, transport, households and services).(author)

[en] The Revue de l'Energie is presenting the most influential French interventions at the 17. Congress of the World Energy Council held in September 1998 in Houston, (USA). These represent only part of French participation in the congress since a total of 16 individuals from France took part in the various sessions. Their presentations cover very varied topics and are one of the things that testify to the interest that our energy industries have in the works and operations of the WEC. Some other figures also bear witness to this interest: 184 French congress members, which is one of the largest delegations after that of the United States, the host country of the congress; 11 technical presentation, covering a wide range of subjects: from the nuclear reactor of the future to the use of bagasse (cane trash) for the production of electricity, from the underground storage of natural gas to the production of extra-heavy crude petroleum. The technical exhibition associated to the Congress was a great success and there again the French presence was able to make its mark: five exhibitors were gathered in the France of 600 m2, the most sizeable non-American national area.But French participation in the work of the WEC is not limited to congresses. The French Energy Council [Conseil francais de l'Energie] is careful to ensure its presence both in the formal proceedings of the WEC and within the studies undertaken under its three-year programme. This active French presence is also essential in order to defend the official English-French bilingualism of the World Energy Council. In spite of the good will of the organizers and the support of the general secretary's office in London, the Houston Congress showed how difficult it was to maintain the use of the French language on English-speaking territory. This is a difficult task, one that has to be undertaken anew each time, but one that France and other French-speaking nations have decided to pursue to the end. (authors)
