[en] Intended for all developers of Territorial coherence scheme (SCoT) or local urban plan (inter-communal) (PLU(i)), this guide is the fruit of the Low-Carbon Urban Planning Experiment, which began over two years ago. Its aim was to provide individual and collective support to 16 winning local authorities in the call for expressions of interest, so that they can better integrate energy-climate issues into their urban planning documents, either through a specific theme or in a more cross-functional way. The aim of this booklet of recommendations is to show how these documents can be used to help achieve low-carbon objectives, and to ensure that these ambitions are reflected in all strategic and operational initiatives. Indeed, urban planning is one of the key levers that local players can mobilize to implement their territorial projects, while following a trajectory to combat climate change. SCoTs and PLU(i)s can play a decisive role in implementing the ecological transition of our territories, as they offer the opportunity to: - Initiate the definition of a low-carbon territorial strategy, by making the urban planning document the foundation of the territorial project, which sets out ambitions that can and must be applied to all other initiatives (planning and contractual); - To pursue, support and spatialize the work and actions undertaken by other territorial initiatives on a larger scale. Territorializing low-carbon objectives requires precise knowledge of the territory, its challenges, opportunities and potential. It also requires strong involvement of all local players. While elected representatives and technicians are obviously in the front line, it is no less important to work in collaboration with other public and private players
