AbstractAbstract
[en] The author presents a brief overview of the nuclear power industry, and from a supplier's point of view, describes a new approach the suppliers are using in the licensing process - that is, cutting red tape. General Electric Company highly recommends plant standardization. The proposal is a power worthiness certificate for approved nuclear plant designs that could be referenced by electric utilities. The author then describes the General Electric Standard Safety Analysis Report (GESSAR) and describes the GE system. TVA was the first utility to fully test the approach and experience a simplified licensing review by referencing the GESSAR in its entirety. The author feels that time saved at the front end holds the greatest promise for significant schedule improvement for nuclear power plant completions

[en] Plans to streamline the two-step nuclear-power-plant licensing process into a one-step procedure, with only one major review and public hearing would grant utility applicants a single construction and operating license for a standardized design. Design standardization should be reflected in a modernized review process using the Power Worthiness Certification approach much as the airline industry uses the Air Worthiness Certificate. Industry support added to the administration's indicated support could bring about reforms that will allow the nuclear option to survive. 2 figures

[en] Recommended improvements in nuclear power plant licensing procedures stress the need for pre-approved sites and standardized plant design to shorten construction lead time without jeopardizing safety review. Standardization reduces the engineering changes that are needed during construction and means that contractors can proceed with less risk that construction will be stopped. A power-worthiness certificate, such as the General Electric Standard Safety Analysis Report, for plant designs is suggested as a way to handle advance approvals. The Tennessee Valley Authority is using a variation of this approach with success. The case for advancing the nuclear option in this way is based on the need to reduce dependence on oil imports, the growing capacity of operating nuclear reactors, and the uncertainty of coal conversion

[en] This paper discusses the role of the technologist in helping achieve all the objectives of the nuclear project - not only the technical objectives, but the business and societal objectives as well. It is important to realize at the outset the many objectives that the project can fulfill, including the contribution it can make to national development. The technologist may act as consultant, a partner, a business administrator or an agent of the utility, helping implement a management approach that furthers not only technical, but business and societal objectives as well. Two very different approaches to contracting are possible. On the one hand, the utility places heavy pressure on bidders to accept the risk of schedule and license, and forces suppliers to charge higher prices and make little use of local talent. On the other hand, the utility may recognize the need to develop national capability in the nuclear industry, and accept cooperative contracts which encourage suppliers to foster and employ local talent. This issue must be given attention in the initiation of future national nuclear power programs: whether to minimize the cost of the plant or maximize the cultivation and development of national capability
