[en] Transparency, pluralistic appraisals, participation in decision-making... How are international, European and French regulations now being applied? Have NGOs been capable of using their rights of access to information and of participation in decision-making to understand nuclear energy and play a role in this field? The French National Association of Local Information Committees and Commissions (ANCCLI) has drawn up an inventory of the regulatory tools designed for this purpose. How have 'civil society' and the nuclear industry put these tools to use as genuine means of action? What positive points come to light? And what are the points to watch and to improve? Between the (oft emphasized) urgency of finding a solution and the necessity of taking time (to obtain information, improve skills and confer with stakeholders), 'civil society' expects more sincerity, even humility, from players in the nuclear industry. Above all, NGOs want to see to it that their participation carries weight when decisions are made. (author)

[en] Intervention specific plans (PPI) plan measures to be taken and means to be implemented in case of an accident occurring in some specific types of installations at risk, notably nuclear installations. This publication states the main conclusions and recommendations made by the ANCCLI Scientific Committee about these plans. It first addresses the levels of intervention, the implementation of measures of protection (or countermeasures) defined in PPIs, the issue of provisional dose, health impacts associated with intervention levels, the intervention level for the administration of potassium iodide, and the issue of consumption restrictions (food products). The next part addresses accidental scenarios which may lead to PPI activation. It comments some important notions (defense in depth, control procedures), and various scenarios related to accidents which result in PPI activation. The third part discusses the relevance of the zoning approach adopted for a PPI implementation. Recommendations are made for the introduction of a flexibility principle into the PPI, and for a clear and exhaustive specification of various elements in the PPI. The fourth part addresses the administration of steady iodine. It comments use precautions and side effects, conditions under which such an administration is efficient, the protection duration (repeated administration), time range and limitations of iodine administration. The fifth part addresses campaigns of distribution of steady iodine pills and the modalities of provision of these pills within and outside the PPI area. The sixth part proposes some general remarks on PPIs: the issue of alerts, the health actors of the crisis management, the post-accidental situation, the collaboration of all stakeholders and public information as conditions of PPI feasibility and efficiency. [en] The 1981 circular, 'Information Commissions attached to Power Stations', was an important regulatory step, which enabled local communities to come together to discuss nuclear issues with the site operators and official inspectorates. However the Local Information Commissions (CLI), have encountered numerous obstacles, both practical and legislative, in fulfilling their role as information providers and, particularly, as monitors. It is now acknowledged in France both by members of commissions at local level and by public authorities that CLI would benefit from a more statutory role in the decision-making process as well as from a specific legal statute associated with independent resources. The forthcoming Nuclear Safety and Transparency Bill should establish a new legal and institutional framework for local commissions. The National Association of CLI (ANCLI) gathers and represents the CLI at national level. In Spring 2005, in the perspective of the Nuclear Safety and Transparency bill, the ANCLI initiated a participatory process involving about 30 delegates from a dozen CLI (elected representatives, NGOs, local experts) in order to raise a common expertise and make recommendations on this new legal statute, on the basis of their own return of experience. The White Paper is structured around four main subject areas: Structure and status of CLIs, local powers; - Role of CLIs and ANCLI in the national and international decision-making process; Local communities' access to specialist expertise; and Waste management. The CLIs reaffirm their local powers and ability to best assure the continued monitoring of nuclear sites and any other nuclear issues in their area. In particular, this local authority allows them to balance different risks as well as political and economic decisions which have a bearing on their region's future. It implies a certain autonomy on the part of CLIs in the exercise of their scrutiny functions, evaluating all the factors impacting both on the local community and the site, without being constrained by a narrow legal or administrative framework. The production of different types of waste and their management over the short, medium and long term is a problem that will affect all communities local to nuclear sites from now on. Whatever solution is arrived at (transmutation, storage or disposal) waste management sites will be a fact of life for the medium to long term. Local Commissions must operate at these sites, monitoring them and providing information. As a national body representing local stakeholders on nuclear issues, ANCLI is particularly alert to the problems of waste management and the importance of developing new solutions. It supports a coherent strategy of waste management, implemented so as to avoid storage in unsafe conditions or locations prejudicial to the interests of the local population. It aims to foster democratic debate on this subject by providing information to illuminate the issues and by encouraging the Government to set up long term structures which will engage future generations in governance decisions

[en] This white paper first states a set of fourteen recommendations regarding crisis management planning, post-accidental management planning, waste management, and the roles of CLIs (local information commissions) in crisis and post-accidental management planning. After an introduction which proposes a presentation of roles CLIs could play in the different stage of this planning (preparation, emergency or crisis, post-accidental), and a discussion of concerned territories, this white paper discusses territory zoning (zoning in situation of emergency, in post-accidental situation) and roles of territories and CLIs. The next part addresses the issue of decontamination: pollution and contamination management (territory decontamination, issue of water resources, waste management) and discusses the roles of territories and CLIs on these issues. The third part addresses the issue of support and protection of population regarding different aspects: census, relocation, continuity of public services, continuity of economic activities, food restrictions, medical follow-up and epidemiology, and compensations. The roles of territories and CLIs on these issues are discussed. The fourth part addresses the issues of information and communication in a crisis or post-accidental situation. The fifth part discusses tools and means needed by the CLIs to cope with these situations. Short contributions from different institutions (ASN, IRSN) and members of the ANCCLI are finally proposed

[en] After a brief presentation of the different phases of nuclear installation dismantling, and a statement about the interest of CLIs (Local information commissions) and ANCCLI (National association of local information commissions and committees), the first part of this white paper addresses the regulatory framework of dismantling, its process, and outlines roles of CLIs and ANCCLI in this process, and remaining issues. It describes the role CLIs already had in issues related to dismantling for different sites (Tricastin, Gard, Monts d'Arree, Saint-Laurent-des-Eaux). A set of proposals is formulated for an influential participation of CLIs and ANCCLI to the national and territorial follow-up of dismantling works. A road-map is proposed for CLIs who want to tackle the dismantling issue. An amendment is proposed for a decree related to the definitive stoppage and dismantling of basic nuclear installations and to subcontracting

[en] This white paper aims at providing useful elements for a better understanding, debate and implication of everyone in the preparation of a governance regarding very long life radioactive wastes. The authors first make a set of recommendations for a pluralist governance in decisions, for the creation of permanent pluralist bodies at the local and national levels, for the guarantee of the sustainability of governance structures, for the building up of a citizen vigilance, and for the taking of specific needs of location territories into account. Then, the report describes the different stages of development of a reversible storage, discusses the different definitions of reversibility and the benefits and drawbacks of reversibility and recoverability. It addresses technical and related aspects of parcel recoverability, outlines how to achieve sustainable vigilance and governance. It indicates the role of the different institutional actors (ANDRA, ASN, IRSN) as they themselves define it regarding the issue of reversibility and recoverability. It states the point of view of the ANCCLI's GPMDR (Permanent group for radioactive materials and wastes) about the Cigeo project, about the issue of reversibility, and about the involvement of civil society on the long term. An appendix discusses the issue of waste inventory and classification. Some current research works on these issues are briefly mentioned

[en] The question addressed in this report is: how can we contribute to informing the public about the current situation and the issues surrounding dismantling, particularly with regard to nuclear and industrial safety, radiation protection, the environment, etc. The assessment of the current situation has led to identify the following themes: Desired end state; Decommissioning strategies; Reflection on cost evaluation methods; Waste issues; Anticipation of dismantling strategy from the outset of design studies; Should there be a single approach to dismantling, regardless of the type of facility? Delays in the operation and the problem of remembering and maintaining skills and knowledge throughout the dismantling process (which may last several decades); Problems linked to the choice of operators, subcontractors, operator's right and duty; Human, environmental and social aspects of dismantling; Problems associated with unsealed sources and other facilities; Dismantling as an industry in its own right; Dismantling and clean-up professions. Given the time constraints, the Council restricted the debate to the following themes: 1: Targeted end-state: several end-states are conceivable, depending on the site's future, environmental constraints and costs; 2: Decommissioning strategies: these depend on the final state chosen and the type of facility; 3: Waste management and treatment: the group felt that this was a very important and sometimes decisive issue in the dismantling of a facility. However, it considered that it had neither the time nor the expertise to study it. He would like it to be dealt with in another context, involving representatives of the waste industry, in particular the Andra; 4: Evaluation of costs as a function of end-state, strategy and the existence of waste streams and outlets; 5: Human aspects, safety, radiation protection, protection of workers, of the public and of the environment; 6: Dismantling and cleanup professions and training establishments; 7: Anticipation of dismantling strategy from the outset of design studies. The report is structured into 6 chapters, corresponding to the themes studied, with a conclusion and recommendations that the WG wishes to submit to the CSSIN

AbstractAbstract
[en] This seminar addressed the commitment of local information commissions (CLI) in the analysis and follow-up of the third decennial inspections of the French 900 MWe nuclear reactors. A first session addressed topics directly related to these inspections. Contributions proposed under the form of Power Point presentations by experts and representatives of the IRSN, EDF and CLIs addressed the following issues: safety re-examination of EDF 900 MWe reactors at the occasion of the third decennial inspection, activities of the IRSN related to skill management in nuclear power stations, implementation of the third decennial inspection of the unit 1 of the Fessenheim nuclear power station, the issue of follow-up by a local information commission after a decennial inspection. A second session addressed topics not related to decennial inspections and were proposed by Gravelines and Dampierre local information commissions: analysis of significant safety events, issues of skill management in nuclear power stations
