AbstractAbstract
[en] This publication proposes three sets of contributions. The first one addresses context and stakes. The contributions propose: a literature review on household behaviour and investments in energy efficiency, a focus on the key role of dwellings in energy transition through a comparative study of the four pathways of the National Debate for Energy Transition, and a discussion about consensus and uncertainties regarding the determining factors of heating temperature in dwellings. The second set addresses public policies and their assessment: improvement of the technical-economical assessment of the benefit of dwelling energetic renovations, discussion of the organisation and results of a survey on dwelling, equipment, and energy needs and uses, an analysis of several measures aimed at reaching objectives of energy efficiency of dwellings, a discussion of renovation works quality, a discussion of the impact of the sustainable development tax credit on thermal renovation, the optimisation of energy renovation in co-properties by third party financing, some foreign examples of policies in favour of dwelling thermal renovation. The third set of contributions addresses the needed technical, organisational and market evolutions: how the building sector can face the challenges of energy transition, the possibilities to propose innovative solutions adapted to existing housing buildings, and a comparative analysis of material and building equipment costs and market structures in Europe. Other texts are proposed in appendix: the origin of the Phebus survey, a description of incentive arrangements, and a map of climate zones in France
