AbstractAbstract
[en] Statistical data of electricity generation in INPP during the year 1998 are provided. 13.554 TWh of electricity was produced by both units of INPP. It compose 77% of total electricity produced in Lithuania. 12% of electricity was exported to Latvia and 38% - to Belarus. Due to low demand capacity factor for INPP was 59.5%, 40.1% for unit No.1 and 78.9% for unit No.2. There were 2 scrams for unit No.1. Financial situation during 1998 remained difficult because of late payments by joint stock company 'Lietuvos Energija' for electricity supplied. Dept in the beginning of 1999 was 294 million litas

AbstractAbstract
[en] Many countries started using nuclear power before Lithuania, the IAEA and NEA were established and have been functioning efficiently, numerous conventions have been signed that control nuclear activities, nuclear safety regulations and standards have been set. Lithuania which is striving to integrate into the West European structures and to become a member of the 'club' of the world's nuclear states, has become a full and equal member of the IAEA and recognises its recommendations. Furthermore, it has signed or joined international conventions and is doing its best to introduce the practice of controlling nuclear safety applied in western countries. Nuclear safety cannot be taken as something finite that does not change. The requirements of nuclear and radiation safety are continuously redefined taking into consideration scientific discoveries and inventions as well as technical progress. Safety assurance can be the only criterion that should determine whether the nuclear power plant can be operated in Lithuania. The safety analysis report confirmed that the Ignalina NPP can be safely operated until the channel-graphite gap closes. The experiments conducted to date have convincingly shown that by the year 2000 the gap will not close in any of the fuel channels of unit 1. It can be hoped that the submitted studies, analyses and assessments will confirm that the Ignalina NPP meets Lithuania's nuclear safety requirements that have been drawn up in compliance with the recommendations of IAEA

[en] Functions of national nuclear safety regulatory authority VATESI are described. The Republic of Lithuania has undertaken a obligation to ensure safety of all nuclear installations under its jurisdiction, including Ignalina NPP, and to establish the legal framework for the nuclear safety regulatory system, namely: national safety rules and requirements, licensing system for nuclear facilities, system for analysis and assessment of nuclear installations. To deal with these issues the Government has established State Nuclear Power Safety Inspectorate (VATESI) on 18 October 1991. In addition to that VATESI performs the following functions to: form the principles and criteria of safety in nuclear energy, safe utilization, transportation and storage of radioactive and nuclear materials, establish safety norms and regulations, issue licenses for the operators of nuclear or radiation related production, prepare and perform inspection programs. VATESI as regulatory body participate in civil emergency preparedness as well. In case of emergency residents of Lithuania will be protected in accordance with the plan for the protection of residents of the Republic of Lithuania in the event of accident of the Ignalina NPP which was adopted by the Prime Minister of the Republic of Lithuania on 4 May 1995. According to the Law on Nuclear Energy Ignalina NPP carries responsibility for nuclear emergency prevention and its consequences elimination. Nuclear emergency and its consequences elimination work is carried out in compliance with Ignalina NPP emergency preparedness plan. This plan is the main operative instruction to carry out organizational, technical, medical, evacuation and other activities to protect the plant personnel and the population

AbstractAbstract
[en] The inspectors and experts of VATESI (Nuclear Power Safety Authority in Lithuania) that was set up six years ago, with active assistance from foreign colleagues and international organisations, have already gained considerable experience. The co-operation is still continuing and developing as it would be difficult to cope with the extremely complex tasks we are facing today without skilled assistance of foreign experts. The know-how of western colleagues is very useful in improving the working methods and implementing other positive changes, one of which was established of the VATESI Board a short while ago. The first sitting of the Board took place in November; in the future they are to be held once in three months. The Board has been set for very important tasks: to help the Government of Lithuania in directing the efforts of VATESI, to identify the key guidelines of the Inspectorate's activities and see to it that the Inspectorate reports on the work done

[en] Energy generation and safety problems at the nuclear power plant have been analysed. Nuclear power plants are operated on the commercial basis in many countries today. Safety and security in energy generation and distribution is a complex problem. Energy supply reliability, security energy price and other issues should be co-ordinated and solved at the same time. Decentralisation and deregulation means new challenges for regulatory bodies and assurance of security. International co-operation in this field is very important. Western European Nuclear Regulators' Association (WENRA) consolidates efforts of regulatory bodies of European countries in order to harmonize approaches of nuclear safety. Nuclear Safety, and security of energy supply is the task and goal at the same time. (author)
