The issues of metrological and technical nature are discussed. The importance of governmental inspection of the equipment is stressed. The main tasks of the metrology are determined. A description of the neutron fluence instruments and internal reactor control system is given. The instrumentation for metrology assurance consists of PC-based consumer-made modules and software. The laws of specimen signals alteration are obtained as a module output, simulating any potential modes of the nuclear reactor operation in real time, including accidents (V.K.)

[en] Momentary and thermally relaxed structure of molecular dynamics model of liquid potassium has been examined within the framework of statistical geometry. It has been shown that dense part of liquid matrix is constructed with slightly distorted tetrahedral local atomic configurations. Such tetrahedra trend to aggregate sharing common faces. Scaling behaviour of clusters can be the evidence of their fractal-similar geometry. 15 refs.; 10 figs

[en] During 1995, collaborative Russian-US nuclear material protection, control, and accounting (MPC and A) tasks at the Institute of Physics and Power Engineering (IPPE) in Obninsk, Russia focused on improving the protection of nuclear materials at the BFS Fast Critical Facility. BFS has tens of thousands of fuel disks containing highly enriched uranium and weapons-grade plutonium that are used to simulate the core configurations of experimental reactors in two critical assemblies. Completed tasks culminated in demonstrations of newly implemented equipment (Russian and US) and methods that enhanced the MPC and A at BFS through computerized accounting, nondestructive inventory verification measurements, personnel identification and access control, physical inventory taking, physical protection, and video surveillance. The collaborative work with US Department of Energy national laboratories is now being extended. In 1996 additional tasks to improve MPC and A have been implemented at BFS, the Technological Laboratory for Fuel Fabrication (TLFF) the Central Storage Facility (CSF), and for the entire site. The TLFF reclads BFS uranium metal fuel disks (process operations and transfers of fissile material). The CSF contains many different types of nuclear material. MPC and A at these additional facilities will be integrated with that at BFS as a prototype site-wide approach. Additional site-wide tasks encompass communications and tamper-indicating devices. Finally, new storage alternatives are being implemented that will consolidate the more attractive nuclear materials in a better-protected nuclear island. The work this year represents not just the addition of new facilities and the site-wide approach, but the systematization of the MPC and A elements that are being implemented as a first step and the more comprehensive ones planned

[en] This paper covers issues of effectiveness criteria application in the course of physical security regulation for nuclear facilities. Basic provisions of effectiveness assessment for physical protection system available at nuclear facility site and specifics of such assessments are considered. Possible directions for improvement of physical security regulation, approaches to establish effectiveness criteria and special details of application of effectiveness assessments of physical security of nuclear materials and nuclear installations at nuclear sites are discussed

[en] During 1997, collaborative Russian-US nuclear material protection, control, and accounting (MPC and A) tasks at the Institute of Physics and Power Engineering (IPPE) in Obninsk, Russia are focusing increasingly on site-wide issues, though there is continued work at several major facilities: the Fast Critical Facility, the Technological Laboratory for Fuel Fabrication, and the (new and existing) Central Storage Facility. The collaborative work is being done with US Department of Energy National Laboratories. IPPE's emphasis on site-wide issues has resulted in the formation of a separate division for MPC and A. This new division reports directly to the IPPE Chief Engineer. It is a separate scientific and engineering operating division responsible for coordination and harmonization of MPC and A at IPPE, as well as for audit, assessment and inspection. By virtue of the organizational independence of this new division, IPPE has significantly strengthened the role of MPC and A. Two specific site-wide accomplishments are the consolidation of nuclear material from many buildings to a smaller number, and, as a major part of this strategy, the construction of a nuclear island surrounding the Fast Critical Facility and the new Central Storage Facility. Most of IPPE's weapons-grade nuclear materials will be concentrated within the nuclear island. The paper summarizes the following technical elements: computerized accounting, bar coding, weight measurements, gamma-ray measurements, tamper indicating devices, procedures for physical inventory taking and material balance closure, and video monitoring systems for storage and critical assembly areas
