[en] This huge document comprises several reports, and first proposes an executive summary which gives a synthetic overview of the present status of wind energy in France and abroad, of an assessment of 15 years of a policy of support to wind energy, of perspectives of development on the medium term, of economic spin-off on the long term, and of the ADEME's role in a national strategy for wind energy. These issues are then addressed in a more detailed way with notably a presentation of complete wind energy costs in France, a synthesis of an international benchmark, a detailed analysis of the support policy (in terms of efficiency, usefulness, costs-benefits), a characterisation of market evolutions, a discussion of constraint evolutions and of development strategies. A synthetic version of this report is then provided. More detailed reports are proposed on the various issues: first, analysis of the chain value, status of the sector in France and international benchmark; secondly, an assessment of the support policy through an assessment, a prospective and strategy, and then a detailed discussion of macro-economic spin-off and of jobs in the sector on the long term in association with wind energy development. A third part proposes a presentation of ADEME's strategy and action plan in favour of wind energy. Finally, a set of appendices contains presentations of survey questionnaires and of survey result processing, presentations of results regarding actors and countries, and presentation of modelling methodologies

[en] This report aims at shedding a light on material consumptions associated with network transformations related to the development of smart grids and to the low-carbon transition, and on economic, environmental (beyond the only carbon print) and social stakes related to these materials. After a description of the present operation of the electric power grid, it presents disruptions due to the integration of renewable energies into the power system with a description of envisaged solutions on the short and medium term (smart grid technologies, network physical strengthening), and an identification of key materials. Then, it presents the different stationary storage solutions (batteries, hydrogen), identifies technologies to be analysed, and necessary materials. In a third part and for some materials used in the adopted technologies, it describes associated economic, environmental and social risks. It also explores European industrial opportunities, more particularly in the case of France when relevant. It finally presents recommendations regarding levers for the reduction of risks and for the exploitation of the previously defined industrial opportunities

Ce rapport a pour ambition d'apporter un eclairage sur les consommations de matieres associees a ces transformations du reseau ainsi que sur les enjeux economiques, environnementaux (au-dela de la seule empreinte carbone) et sociaux que ces matieres soulevent. Apres avoir presente le fonctionnement actuel du reseau electrique, la partie I s'attache a presenter les bouleversements induits par l'integration des energies renouvelables dans le systeme electrique. Elle decrit ensuite les solutions envisagees a court et a moyen terme (technologies 'smart-grids' et renforcement physique du reseau) et identifie les matieres et materiaux-clefs qu'elles mobilisent. Le stockage stationnaire, notamment par les batteries et l'utilisation de l'hydrogene, devraient etre mobilisees a plus long terme en France metropolitaine (au-dela de 2030). La partie II presente ces differentes solutions de stockage et identifie les technologies a analyser dans le cadre de ce rapport d'etape ainsi que les matieres qu'elles mobilisent. Le partie III decrit, pour certaines matieres contenues dans les technologies retenues, les risques economiques, environnementaux et sociaux qui y sont associes. etant donnee l'extreme diversite des matieres mobilisees sur les reseaux electriques, cette analyse ne peut etre exhaustive et des choix de matiere ont du etre effectues. L'etude de ces risques tout au long de la chaine de valeur, telle que realisee dans le rapport d'etape nr 1 sur le photovoltaique, n'a pu etre realisee, faute de temps et de donnees disponibles, que pour les cables electriques en cuivre et en aluminium. [en] In France, the National Low-Carbon Strategy (SNBC) defines a path for reducing greenhouse gas emissions in order to achieve carbon neutrality by 2050. The effort to reduce emissions will be based mainly on mobility, which is the main greenhouse gas emitter in France, thanks to a low-carbon electric power mix. In 2050, the objective is to achieve carbon neutrality in the transport sector. This transition is based on changes in modes of transport and the deployment of new technologies that reduce CO2 emissions over their life cycle. [en] Contributions to these meetings are provided under various forms. The addressed topics have been: energy transition (how to choose an energy mix, to plan it and to fund it), hydroelectricity (why valorising river weirs), transports and clean mobility (which alternatives for fossil fuels), wind energy (which benefits can be expected from the development of a wind farm, and how to design an exemplary project), energy performance (which tools to integrate renewable energies to new and renovated buildings), geothermal energy with heat pumps (which devices), ground-based photovoltaic power station (how to develop a project), biomass (how to choose an installation with respect to needs), heat or cold networks (how to implement and to exploit them), biogas (how to design an exemplary project which benefits the territory), photovoltaic on building (which are the prevailing criteria). [en] This publication proposes an assessment of variation ranges of the average complete cost of production of a MWh (also called Levelized Cost of Energy or LCOE) for renewable sectors producing electric power and/or heat, but also for sectors related to electricity storage and to bio-methane injection. For each sector, the main objective was to calculate LCOE variation ranges for an installation put into service in France in 2018, in 2030 or in 2050. For some sectors, the study also tracked LCOE evolutions between 2008 and 2018, and compared the LCOE in France in 2018 with that of some other countries (when data were available). Sectors are herein associated with the energy source: photovoltaic (residential, middle sized roofs, large roofs, ground-based plants), wind (onshore, offshore), hydroelectricity, domestic heat (wood, thermal solar, domestic heat pumps), collective industrial or agricultural heat (thermal solar, biomass, surface geothermal, deep geothermal, fatal heat recovery), biogas (co-generation, injection), and storage (batteries, hydrogen). After a synthesis of results, the report presents the adopted methodology, assessments of electric power production costs for the different sectors, assessments of heat domestic production costs, assessments of collective and industrial heat production costs, the case of biogas and of electricity storage, and an assessment of production costs of solar technologies in non interconnected areas

[en] Based on a series of meetings of experts belonging to different fields, this report first outlines that the energy mix of the transport sector is to deeply evolve in the present context: it still displays an 'all oil' characteristic, but several aspects are acknowledged as requiring a new deal (environmental issue, an always more constraining regulatory framework, an increased political mobilisation of actors about local pollutions, technological advances which make evolutions possible for the transport sector), and uncertainties still remain (about the behaviour of economic actors, about the future of the autonomous vehicle, about the high inertia of the energy system). The second part addresses the issue of gas and bio-fuels as alternate fuels for cleaner road, maritime and air transports for goods. The third part shows that electric power should have a prevailing but non exclusive role in person transport: electric power for person and good transport on short distances, gas and bio-fuels as complements
