[en] Methods for measuring the magnetic dipole and electric quadrupole moments of short-living nuclear excited states, which use perturbed angular gamma-ray distribution by interaction of nuclear moments with extranuclear fields under the nuclear state excitation in the reactions with the accelerated particle beams, are considered in the review. Methods of differential and integral perturbed angular distribution (PAD); stroboscopic resonance; NMR-PAD; hyperfine coupling split; sloped foil, making use of external fields; hyperfine fields in impurity nuclei in ferromagnetics; transition fields when passing through the ferromagnet; ionized atom fields under recoil into vacuum and gas; fields at the foil-vacuum boundary, are analysed in detail. Possibilities and prospects of measuring methods; questions, related to concervation of nuclear alignment in the target or substrate matrix, to determination and introduction of corrections to the external field, are discussed. Examples of application of these methods are presented

Trials of the theoretical explanation of the discovered new phenomena such as the back bending in the dependence of the moment of inertia on the rotation frequency, strip insertion in the even-even nuclei, the insert strips in the odd nuclei are also considered

[en] Main causes of deviations in magnetic moments of near-magic nuclei from single-particle values are considered. Effective gsub(s) spin and gsub(l) orbital factors of nucleons in a nucleus calculated on the basis of the latest experimental data are given. Major contribution to the deviation of nucleon gsub(s) factors in a nucleus from the Dirac values is given by the spin polarization of the core. Anomaly of the nucleon gsub(l) factor values, experimental proofs of which is given by measurements of g factors of high-spin nucleus states near Z=40, 80, is attributed to exchange interaction of nucleons in a nucleus

[en] The isomeric states of sup(115, 117)Sb, ¹¹³Sn nuclei with high spins are studied. For description the quasipartially-phonon model is used. When describing magnetic moments of 1/2^- states of those nuclei the spin skeleton polarization is also taken into account. The experimental data on g-factos, spectroscopic factors obtained in the (³He, d) reaction and B(E3, 11/2 → 5/2)-transitions for antimony and tin nuclei permit to assume that in the 11^- wave function of 11/2 states of these nuclei states in addition at unipartial component collective part connected with quadrupole and octupole oscillations of the Sn nucleus even-even skeleton should be present. For describing 11^-/2 states multipolarity phonons X=2, 3 have been used. The expression for G-factor taking into account collective effects and spin skeleton polarization is derived. The comparison of expermental and calculated in quasiparticle-phonon model of values of gyromagnetic g-factor and given-values of B(E3, 11/2 → 5/2) transitions is tabulated

[en] Phenomenological approach is described, using it, energy spectra of odd-odd nucleus collective bands based on conflicting state of unpaired nucleons can be calculated. It is ascertained that in a conflicting bond unpaired nucleon acts as a spectator, i.e. energy spectra of collective bands in odd-odd nuclei are similar to the spectra of collective bands in heighbouring odd nuclei, which are based on the state of a strongly bound nucleon is included in the conflicting configuration
