[en] This paper examines household energy use and appliance ownership in Ireland. Logit regression analyses on a large micro-dataset reveal how household characteristics can help explain the ownership of energy using appliances. Using OLS regression models, we explore the factors affecting residential energy demand conditional on appliance ownership. Results suggest that the methods of space and water heating employed by a household are even more important than electrical appliances in explaining domestic energy usage. However, the stock of appliances must be included in such models so that results will not be biased. The methods employed in this paper can be easily adopted for studies of household energy use in other countries where household expenditure survey data are available. (author)

[en] This research examines some of the multiple benefits of a home energy efficiency upgrade programme for social housing tenants. Employing a quasi-experimental approach, we examine a range of objectively measured and self-reported outcomes, including metered gas consumption, for a control and upgrade group, before and after the upgrade. We drew our sample from a large home energy efficiency programme in Ireland, The SEAI Better Energy Communities Scheme, which provides funding for whole communities to upgrade the efficiency of their dwellings. Dwellings were selected for upgrade based on need, allowing us to control for observable dwelling characteristics correlated with selection into the trial. The upgrades undertaken were extensive relative to the average home energy improvement, with many dwellings receiving a number of measures. Households reported improvements across a range of outcomes associated with heating-related deprivation and comfort in the home. We use panel regression models to estimate the elasticity of gas demand with respect to the thermal efficiency of the dwellings. Overall, we find that use of natural gas fell much less than 1:1 for each increment to thermal efficiency of the home. For the average household in this study, about one third of the marginal increase in thermal efficiency was reflected in reduced gas demand. This result highlights issues with standard engineering models which are commonly used to assess the energy efficiency of dwellings and points to a behavioural response from households, potentially taking back some of the savings as increased internal temperatures.

[en] Nano Zinc Oxide (nZnO) has been shown to display antimicrobial effects which have lead to its application in a number of areas such as antimicrobial surface coatings, anti bacterial wound dressings and more recently in polymer composite systems for use in food contact materials. Concerns have been raised due to the incorporation of nanoparticles in food packaging stemming from the possibility of repeated low dose direct exposure, through ingestion, primarily due to degradation and nanoparticle leaching from the polymer composite. To address these concerns, composites consisting of nZnO and polyethylene were formed using twin screw extrusion to mimic commercial methods of food contact material production. A leaching study was performed using Atomic Absorption Spectroscopy in order to determine the concentration of nZnO leached from the composite. Composite stability studies were performed and a leached nZnO concentration was evaluated. This concentration range was then utilised in a series of tests aimed at determining the toxicity response associated with nZnO when exposed to an intestinal model. In this study two human colorectal carcinoma cell lines, HT29 (ATCC No: HTB-38) and SW480 (ATTC No: CCL-228), were employed as a model to represent areas exposed by ingestion. These lines were exposed to a concentration range of nZnO which incorporated the concentration leached from the composites. The cytotoxic effects of nZnO were evaluated using four cytotoxic endpoints namely the Neutral Red, Alamar Blue, Coomassie Blue and MTT assays. The results of these studies are presented and their implications for the use on nano ZnO in direct food contact surfaces will be discussed.

[en] Under European Union proposals for CO2 emission reduction between 2013 and 2020, a Member State can transfer to another Member State the right to use its unused Clean Development Mechanism ('CDM') credits. The paper addresses three issues in relation to these CDM Warrants ('CDMW'). First, how should the Member State treat the CDMW in making decisions concerning emission reduction? The price of the property right is an important signal for a Member State in deciding the level of domestic abatement compared to trading in CDMWs. In other words, a shadow price for CDMWs should be used in formulating the emission strategy in order to determine whether or not a Member State is a buyer or seller of CDMWs. Second, what mechanism should be used to facilitate the exchange of CDMWs? The preferred mechanism depends on the market size, over which there appears to be some ambiguity: market intermediaries such as Over-the-Counter trades and exchanges are preferred if market size is small; auctions if the market size is large. Third, who should realise the value of CDMWs-the State, existing polluters, etc.? The value of CDMWs should accrue to the State. - Research highlights: →Clean Development Mechanism Warrants (CDMw) reduce the costs of emission reduction. →Member States should explicitly take into account the value of the CDMws. →Appropriate market mechanisms - exchanges or auctions - should be created. →The value of CDMws should accrue to government.

In absolute terms, a carbon tax of EUR20/tCO2 would cost the poorest households less than EUR3/week and the richest households more than EUR4/week. A carbon tax is regressive, therefore. However, if the tax revenue is used to increase social benefits and tax credits, households across the income distribution can be made better off without exhausting the total carbon tax revenue.
