[en] This report analyses regulatory obligations concerning the E.ON company in its activity of exploitation of coal sludges. It also describes technical, environmental, regulatory and contractual characteristics of each of present or ancient deposits located in the Moselle district (France). It examines possible evolutions of E.ON plant with respect to identified coal sludges resources, as well as valorisations of these resources which can be envisaged beside this plant such as thermal usages, matter valorization, CO2 storage. Appendices notably propose a presentation of coal sludges, a history of the Emile Huchet plant and a presentation of its characteristics

[en] The possible closure of the Esso oil depot in Toulouse is a matter of concern for local and regional authorities and economic actors. Thus, this report aimed at describing the situation regarding oil product supply for the region (as far as transport, storage and distribution are concerned) and at assessing the region sensitivity to a supply crisis, at examining the impact of the Esso closure on this sensitivity, and at making propositions about the strategy to adopt in order to meet environmental and person safety needs as well as the region security of supply. Several public actors and members of the Exxon Mobil company have been met. The origins of the closure issue, and observed bottlenecks (probably based on misunderstandings and dialogue difficulties) are discussed. The strategic importance of this issue for the region is outlined. The preservation of the activity is of course proposed and several recommendations are made for the elaboration of a new PPRT (Plan of prevention of technological risks)

[en] Nuclear reactors of the third generation are being fired up around the world. In particular, the Taishan 1 and 2 EPRs have recently been connected to China's electricity grid. Meanwhile, Generation IV Forum, which groups fourteen countries, has been conducting studies on reactors of the fourth generation since 2000. The intent is to identify the best solutions for addressing the many issues related energy and the climate that have arisen since the start of the century. For example, fissile uranium (U-235) might become scarce by the century's end. After presenting the technology in the pipeline, focus is shifted to the work conducted under the ASTRID program and to the conditions, under this program, for rolling out sodium-cooled fast reactors in France. [en] The mission investigated the concept of the carbon footprint and the value of using it in public policy. The report presents an overview of existing methods and practices, and their degree of maturity and use. It provides recommendations on the methods to be used for calculating future emissions trajectories and for more effective reductions in global GHG emissions. For countries, the domestic consumption footprint is obtained by subtracting the emissions associated with exports and adding those generated by imports into their country of origin. The concept is appealing, since it ultimately gives free rein to the relocation of activities. But it competes with territorial emissions, which have been used for decades in international negotiations, and such a change could disrupt them, or even be used as a delaying tactic. The mission recommends that methodological and statistical work be stepped up before considering any form of generalization. For companies, the carbon footprint has become a real asset, for their communication (chosen or imposed by NGOs), their governance, their strategy and their financing. We are witnessing a proliferation of methods and indicators (corporate 'temperature', carbon neutrality trajectories, 'science based targets', etc.), coalitions, ratings, players involved, and so on. The end result is a complex ecosystem. The mission's recommendations stress the need to limit this proliferation in order to make the movement more coherent and efficient. Particular attention must also be paid to SMEs, which are affected by the increasing traceability requirements of their principals. As far as products are concerned, the mission focused in particular on the environmental labelling experiments currently underway in France. These are hampered by the complexity of multi-criteria labelling. The mission proposes that, in certain cases, priority should be given to a purely climate-based display (CarboScore) rather than a multi-criteria one (EcoScore), in order to simplify matters and avoid too much procrastination. Finally, the mission looked at the exemplary role of the French government as a purchaser, recommending that it sets 'climate' objectives for public procurement, with a high-level monitoring

La mission a investigue le concept d'empreinte carbone et l'interet de son utilisation dans les politiques publiques. Le rapport presente un etat des lieux des methodes et pratiques existantes, de leur degre de maturite et d'utilisation. Il fournit des recommandations sur les methodes a utiliser pour le calcul des trajectoires d'emissions futures et pour une meilleure efficacite des reductions des emissions mondiales de GES. Pour les Etats, on parle d'empreinte de la consommation interieure, qui s'obtient en retranchant les emissions associees aux exportations et en ajoutant celles qu'ont engendrees les importations dans leur pays d'origine. Le concept est seduisant puisqu'il laisse finalement libre cours a la relocalisation des activites. Les recommandations de la mission insistent sur la limitation de ce foisonnement pour donner plus de coherence, et de rendement, a ce mouvement. Une attention particuliere doit aussi etre portee aux PME/PMI qui sont touchees par ricochet du fait des exigences de tracabilite croissantes de leurs donneurs d'ordres. Pour les produits, la mission s'est plus particulierement attachee a examiner les experimentations en cours en France sur l'affichage environnemental. Celles-ci butent entre autre sur la complexite du multicritere. La mission propose qu'on puisse donner dans certains cas la priorite a un affichage purement climat (CarboScore) plutot que multicritere (EcoScore) afin de simplifier et de ne pas s'exposer a trop de tergiversations. They also highlight necessary conditions for a sustainable sedimentary management of the Rance estuary. They report an analysis of the programme proposed by the Coeure association: issue of sediment valorisation and regulatory aspects, economic aspects of this programme. They finally define and assess priority actions to be undertaken on the short and medium terms, propose a five-year long experimental programme, and define four objectives for a long-term programme

[en] Two French organizations, the General Council for Industry, Energy and Technology (CGIET) and the General Council for the Environment and Sustainable Development (CGEDD), have been entrusted with a mission aimed at enlightening the French government on economic issues, and environmental issues of source rock hydrocarbons (shale gas and oil). This report contains four parts; the first one assesses the potential resources of France in oil and gas shales; the second presents the techniques used by the petroleum industry to explore and exploit these resources; the third one concerns the risks to health and the environment due to the use of these extraction technologies and the means of limiting them. Finally, the fourth part retraces the legislative and regulatory framework in which the research and exploitation of bedrock hydrocarbons take place
