[en] How do French banks prepare for climate change and where do they stand in implementing the provisions of Article 173 of the French Act on Energy Transition for Green Growth? To answer these questions, the ACPR sent a new questionnaire to the main French banking groups during the summer of 2018 and subsequently organised bilateral interviews from September to November 2018. This survey helped to draw an appraisal of progress achieved by banks since the publication of a report to the government in March 2017, which dealt with practices of the banking sector in managing risks related to climate change. Comment les banques francaises se preparent-elles au changement climatique et ou en sont-elles dans la mise en oeuvre des dispositions de l'article 173 de la loi sur la transition energetique pour la croissance verte? Afin de repondre a ces questions, l'ACPR a interroge les principaux groupes bancaires francais via un questionnaire, envoye au cours de l'ete 2018, et des entretiens bilateraux, organises de septembre a novembre. [en] The climate pilot exercise conducted by the ACPR is unprecedented. It is the first time that a supervisory authority organised with the banking and insurance groups under its responsibility such a comprehensive and challenging exercise to assess the risks associated with climate change. Its unprecedented and ambitious nature lies in the time horizon over which the risks were assessed (30 years), the methodologies used (analysis of scenarios broken down by economic sector), its innovative hypotheses (notably the dynamic balance sheet), its coverage of physical and transition risks, and the fact that the participating institutions directly assessed their risks on the basis of common hypotheses. It illustrates the leading role played by the French financial authorities and the Paris financial centre and the progress made in the fight against climate change since the adoption of the Law on Energy Transition and Green Growth and the signing of the Paris Agreement in 2015

L'exercice pilote climatique conduit par l'ACPR est inedit. C'est en effet la premiere fois qu'un superviseur organise avec les groupes bancaires et organismes d'assurance places sous sa responsabilite un exercice d'evaluation des risques associes au changement climatique aussi complet et exigeant. [en] This paper proposes an analytical framework to quantify the impacts of climate policy and transition narratives on economic and financial variables necessary for financial risk assessment. Focusing on transition risks, the scenarios considered include unexpected increases in carbon prices and productivity shocks to reflect disorderly transition processes. The modelling framework relies on a suite of models, calibrated on the high-level reference scenarios of the Network for Greening the Financial System (NGFS). Relying on this approach, the ACPR has selected a number of quantitative scenarios to be submitted to a group of voluntary banks and insurance companies to conduct the first bottom-up pilot climate-related risk assessment. [en] A growing number of institutions around the world - spurred on by the Central Banks and Supervisors Network for Greening the Financial System (NGFS) and its reference scenarios - are currently carrying out or planning their first climate scenario analysis exercises to assess financial risks. The Banque de France and the Autorite de controle prudentiel et de resolution (ACPR - Prudential Supervision and Resolution Authority) are pioneers in the field (Allen et al., 2021). The ACPR recently carried out an unprecedented pilot exercise (and published the results in May 2021) which helped to: (i) raise awareness among financial institutions; (ii) better understand the institutions' reaction function in terms of portfolio reallocation when confronted with the these risks; and (iii) estimate an initial order of magnitude of their risks and vulnerabilities (which were moderate but far from negligible). This exercise thus paves the way to further new initiatives to improve climate scenario analysis methodologies. (authors)

Sous l'impulsion du Reseau des banques centrales et des superviseurs pour le verdissement du systeme financier (NGFS), qui a publie des scenarios de reference, un nombre croissant d'institutions a travers le monde menent actuellement ou planifient les premiers exercices d'analyse des risques financiers par scenarios climatiques. La Banque de France et l'Autorite de controle prudentiel et de resolution (ACPR) sont pionnieres dans ce domaine (Allen et al., 2021). L'ACPR a recemment conduit un exercice pilote inedit (resultats publies en mai 2021) qui a permis: i) de sensibiliser les institutions financieres; ii) de mieux comprendre la fonction de reaction de ces institutions face a ces risques en matiere de reallocation des portefeuilles; et iii) de disposer d'un premier ordre de grandeur de leurs risques et vulnerabilites (moderees mais loin d'etre negligeables). [en] The ACPR is launching its climate pilot exercise. This is an unprecedented and ambitious exercise, the objective of which is to make French banking and insurance establishments aware of the risks linked to climate change. It aims in particular at measuring the risks, both physical and transitional, to which establishments are exposed, by 2050. The exercise also has a methodological dimension as it seeks to identify the difficulties encountered in the conduct of this type of exercise (absence or incomplete nature of the data, limits or inadequacies of the models, etc.). This exercise mobilizes the main French banking and insurance groups. The delivery date is scheduled for the end of 2020. The publication includes: A main document, which presents the scenarios and the main assumptions used for this exercise. This document is an update of the provisional hypotheses for the climate pilot exercise, posted online on the website of the French Prudential Supervisory Authority (ACPR) on May 25 and subject to public consultation until 19 June 2020. It takes into account in particular: the macroeconomic projections of the Eurosystem, published on June 4, 2020, which provide a first measure of the impact of the health crisis and which affect the start of the pilot exercise; the transition scenarios published on June 24, 2020 by the NGFS (Network for Greening of Financial System), the network of central banks and supervisors for the greening of the financial system; a review of certain technical parameters and assumptions; finally, taking into account several remarks or comments made by financial institutions participating in the exercise or received from associations, 'think tanks' or non-governmental organizations (NGOs) during the consultation phase
