[en] The April 12, 1999 decree gave propane gas distributors the possibility to become public operators for distribution network. It enabled 28 000 French municipalities not supplied by natural gas network to have access to propane gas. What is the challenge for concession firms and for licensors? What has this evolution brought two years after the first public operators agreements signed by the French Ministry of Industry (number of certified operators, tenders for concessions, municipalities connected and number of subscribers)? What are the operator proposals in technical and tariff terms? Outlook for market evolution: number of subscribers connected in the two years to come?

[en] Turkish auto-gas market grew uncontrollably trough its initial years, leading to auto-gas product, retrofit cars, auto-gas filing stations and conversion shops in compliance with standards. Moreover, standards were not even adequate for a healthy market. Auto-gas accidents occurred due to mis-applications. Consequently, real benefits of auto-gas could not come into the picture, and general public as well as auto-gas customers came to perceive auto-gas as an inferior, unsafe and low-performance fuel. Today's market is really different than the markets in its initial years and it has covered a long way towards sustainability. To exemplify, the standards and inspections are well established and more strict than before. The image of auto-gas has improved considerably and now customers know that auto-gas is not only economic but also environment-friendly safe and good performance. The critical factor, bringing the market into sustainability and healthiness, are the developments in 4 crucial areas, namely, the government, LPG distribution companies, OEMs and auto-gas conversion firms and lastly, customers. Another important key success factor is cooperation between these 4 forces. The presentation will mainly focus on developments in these areas. (author)

[en] After the release of the white book about energies, presented by N. Fontaine, delegate minister of industry, the AFG, the CFBP and Uprigaz organizations join in together to protest on behalf of the main operators of the French natural gas industry and ask to reconsider the place of this energy source. As a matter of fact, the white book put forward the goals of fight against climatic change and of keeping a competitive energy source but clearly underestimates the potential contribution of natural gas in the concretization of this ambition. From this point of view, it does not take enough into consideration the opinions explained during the national debate on energies organized by the government in spring 2003. Less used in France than in other European countries, the share of natural gas in the global energy status of France is only of 14% with respect to 22% in the rest of Europe. This share reaches 17% when butane and propane are included. In fact, according to gas operators, natural gas is a key energy option for the realization of the pursued goals: it is less polluting, economically efficient, abundant are largely accessible to Europe. [en] New tariffs of gas transportation networks usage will be enforced on January 1, 2009. They will greatly simplify the access to transportation networks, favorable to the development of competition, and will allow market actors to have a better visibility. They represent a favorable framework for investments on the transportation network and will incite the gas suppliers to improve their quality of service and to control their expenses. (J.S.)
