[en] The decisions concerns fundamental declarations made on the procedural rights of the individual. It would lead to a reversal of the rights to participate and to be involved in these procedures into duties of the individual. The author rejects the result of and the grounds given for, the decision, but he positively assesses the fact that it basically adopted the decision of the Federal Court of Administration on the importance of basic rights in legal procedures.
