AbstractAbstract
[en] Whereas residential building represents one tenth of greenhouse gas emissions in France, this sector is facing three main stakes: to reduce its emissions, to phase out its dependence on fossil energies, and to adapt itself to future climate events. The objective of this report is to identify levers of action to decarbonize the sector in a sustainable way, to examine how will dwellings look like after transformation, and to determine what are the evolutions to be foreseen regarding the sector employment. After a brief overview of the elaboration, content and objectives of the Plan of Transformation of the French Economy (PTFE) which aims at proposing pragmatic solutions to decarbonize the economy, sector per sector, the report present the study scope and stakes (housing typology, housing energy consumption, current evolutions), the sector situation (in front of climate change and of the energy price), and outlines interactions related to energy supply, material consumption, and territorial systems. It discusses how to progress: energy sobriety in new buildings, massive energy renovation, heat decarbonization, mobilisation of building as a carbon well. It describes how housing can look like after transformation: housing physical description, energy-climate impacts on dwelling, ways of life, housing resilience. It finally addresses employment and financial issues. A report synthesis and an intermediate report are provided
