[en] This publication first proposes an overview of local renewable energies, their definition, their different vectors (gas, electricity, heat), their actors and prices, their cost composition, their social interest, and their implications on various aspects (new funding type, role of the public authority in the value chain, and so on). Then, an overview of the present situation of local energies (key data, framework) is proposed: potential to be developed to reach decarbonization objectives, a very late development in France, and specific economic framework and operation of local energy projects. In a third part, it describes how to accelerate the development of these short energy marketing circuits: necessary reviewing of public procurement rules, development of a guarantee fund to limit risks and to lower the access cost for project holders, and implementation of a legal and taxing framework for energy donations and energy free zones
