Under the Bottom-Up Economic Transformation Agenda (BETA), the government has prioritized agriculture due to its potential to drive economic recovery, enhance food security, and create jobs - PS Dr Paul Ronoh, during the FINAS 2024 Conference.

A panel session during FINAS 2024 conference discussed "Positioning Research to Support Sustainable Investments in Agriculture," noting that while the Kenya government is close to establishing an agricultural research fund via the KALRO Act 2013, it isn't operational yet. The current funding model faces challenges like the removal of levies on key agricultural commodities, over-reliance on donor funding, and skewed funding towards adaptive research. This results in a significant resource gap for new innovations and weak infrastructure for commercializing research, including poor policies, stringent patent registration processes, and weak enforcement of royalties. The FINAS 2024 convened stakeholdersfrom the agricultural sector in Kenya to discuss sustainable financing strategies and to explore viable models for funding agricultural initiatives. The landscape conversations categorized the Conference discussions into six thematic areas,namely: Government’s priorities for agricultural progression; Financing transformation and governmental incentives and frameworks;De-risking investment in agriculture; Technologies, digitalization & research; Private sector role in sustainably financing agriculture; andLeadership (leading from the front).

During the FINAS 2024 Conference, Musalia Mudavadi, Kenya's Prime Cabinet Secretary highlighted the urgent need to revamp the agricultural sector, which has been overtaken by diaspora remittances as the top foreign exchange earner. Leveraging agreements such as the European Partnership Agreement (EPA) can play a crucial role in this transformation. At FINAS 2025, we will explore actionable strategies to modernize farming techniques, strengthen international partnerships, support local farmers, and enhance infrastructure to boost Kenya's agricultural productivity and sustainability. On the sidelines of the the ongoing stakeholder consultations on the Policy Framework for Sustainable Financing and Subsidy Management in Agriculture, as well as the Draft Public Finance Management (Agricultural Development Fund) Regulations, 2024, Dr. Charity Mutegi, Lead at Rootooba, met with Sheila Komen Keino , Executive Director of Sustain Africa.
