Kenya Ministry of Agriculture and Livestock Development

Government Administration

We formulate and regulate agricultural policy supporting 47 Counties in Kenya to realize 100% Food & Nutrition Security.

About us

The mandate of the Ministry is to ensure 100% Food and Nutrition Security and to improve the livelihoods of rural Kenyans by transforming the sector to be competitive, commercially oriented and responsive to the economic needs of the country. The Ministry has been restructured severally over the years and is currently comprised of four State Departments: Crop Development and Agricultural Research, Livestock, Fisheries and Blue Economy and Cooperative Development. In a devolved government structure, MoALFC, which is part of the National Government is responsible for policy formulation, regulation and the creation of an enabling environment for investment and business operation by different actors while the 47 County Governments are each responsible for the direct implementation of agricultural programmes, projects and day-to-day activities to support farmers, pastoralists, fisherfolk, cooperators and other stakeholders. Kenya is currently implementing the Agriculture Sector Growth and Transformation Strategy (ASTGS 2019-2029) which is spearheaded by the Agriculture Transformation Office (ATO). Agricultural transformation is critical to growing the economy, reducing the cost of food, alleviating poverty and therefore delivering 100% food and nutrition security. The ASTGS takes an evidence-based approach with a sharp focus on "Delivery by Counties" to address the effects of climate change, perennial challenges that constrain agricultural output and productivity and, integrating sound natural resource management systems for sustainable growth and development of the sector. The Government of Kenya recognises the significant role and contribution of non-state actors and engages regularly with the Agriculture and Rural Development Donor Group, the Kenya National Farmers' Federation, Kenya Small Scale Farmer's Forum, the Kenya Private Sector Alliance, the Young Professional for Agricultural Development and the 4-H Movement, among others.

  • “We are pleased to see the great work KEPHIS is doing, and as the Departmental Committee on Agriculture, we are committed to supporting them—especially through policies that strengthen their mandate. One key area is enforcing stricter seed certification and regulatory measures to curb counterfeit seed vendors through firm and punitive action.” — Dr. John Mutunga, Chairperson, Departmental Committee on Agriculture and Livestock Development.

  • CS MUTAHI KAGWE LEADS DEPARTMENTAL COMMITTEE ON AGRICULTURE & LIVESTOCK IN A VISIT TO KEPHIS. CS Sen. Mutahi Kagwe, together with the National Assembly Parliament of Kenya Departmental Committee on Agriculture & Livestock, led by Chairman Hon.Dr. John Mutunga, visited the Kenya Plant Health Inspectorate Service - Kephis HQ. KEPHIS plays an important role in safeguarding Kenya’s agriculture by ensuring the quality of inputs, controlling plant pests and diseases, and facilitating safe trade practices. The visit provided an opportunity for the Committee to gain deeper insights into KEPHIS's operations and discuss strategies to enhance food security while protecting the economy from plant health risks. The discussions reaffirmed the government’s commitment to transparency, accountability, and strategic partnerships in strengthening Kenya’s agricultural sector. Accompanying the CS were PS, Dr. Kipronoh Ronoh Paul,CBS KEPHIS Chairman Mr. Joseph M'eruaki, and KEPHIS MD Prof. Theophelus Mutui. #BETAKilimo

A new Wheat Sector Standing Committee will be created to enforce compliance and restore trust in the industry. Present were Narok Governor H.E. • PS RONOH MEETS WITH ITALIAN DELEGATION ON DEVELOPMENT COOPERATION Kenya and Italy have enjoyed mutually beneficial ties since the 1960s. Yesterday, PS, Dr. Kipronoh Ronoh Paul,CBS met with an Italian development delegation led by H.E. Roberto Natali, the Italian Ambassador to Kenya. Italy’s development cooperation in Kenya emphasizes agriculture and environmental sustainability, particularly in the arid and semi-arid lands. This often involves a "debt-for-development" approach to support agricultural projects in regions like West Pokot, Baringo, and Kilifi. These initiatives align with the Government's Agenda and Vision 2030, including the distribution of mobile dryers for post-harvest management, AflaBox field testing, commissioning aflatoxin decontamination plants, and installing photovoltaic systems to power AFLAZERO plants. As one of Kenya’s earliest development partners, Italy has played a key role in the country’s agricultural development. The PS praised Italy’s support in maximizing Kenya’s economic potential—especially in light of climate change—and expressed his hope for continued cooperation. #BETAKILIMO #MkulimaKwanza

  • Our nationwide vaccination campaign is a critical step towards eradicating Foot and Mouth Disease (FMD) and Peste des Petits Ruminants (PPR), safeguarding our cattle, sheep, and goats. These devastating diseases not only cripple productivity and threaten food security but also inflict staggering economic losses – up to Ksh 62 billion annually – through market closures and high mortality rates. Achieving disease-free status, certified by the World Organization for Animal Health within the next three years, is within our reach and will unlock immense economic potential for Kenya." CS Sen. Mutahi Kagwe.
