This morning, Civil Society Parliamentary Engagement Network (CSPEN) and Bajeti Hub convened members of CSPEN's PFM and Devolution thematic group members to discuss and strategise on the key aspects of the Budget Policy Statement (BPS) 2025 and Medium-Term Debt Strategy Paper (MTDS) 2025. The convening provided a key opportunity for CSPEN members to reflect on key commitments made by the government over the past year both publicly and in our targeted engagements, in order to follow up and see their implementation. The key areas of discussion will include: ➡️ The Macro-Fiscal Framework a) Expenditure and key reforms b) Budget Financing - Public Debt Management - Revenue mobilization and Taxation ➡️ Sector Specific Priorities and Allocations. a) Sector specific priorities i.e. Health, Education, Social Protection b) Budgetary allocations (ceilings) ➡️ County PFM and Devolution: a) Division of revenue b) County Transfers, OSR etc Participants have began drafting a joint memorandum on the two documents ahead of the deadline on public participation set on 24th February 2025. Last Friday, Billy Ndeda hosted our officers Benjamin Mwamburi and Loise Mwakamba on Radio Waumini delving into digital rights and governance in Kenya. The discussion explored the transformative role of digital platforms in shaping social justice movements and governance in Kenya, tracing the evolution of activism in the digital age. Our officers further addressed the risks posed by irresponsible use of social media platforms and content and evaluated the government's recent response to digital activism. In closing, Mwamburi and Mwakamba highlighted multi-pronged solutions that could enhance a safe and inclusive digital space for Kenyans. This conversation was part of the #KenSafeSpace Project that seeks to promote and safeguard #democratic, #safe and #inclusive digital space. Looking back at a roundtable discussion on enhancing collaborative actions for progressive digital reforms we hosted under the KenSafeSpace Project. The meeting brought together representatives from the Senate ICT committee and other consortium partners to foster open dialogue and drive actionable solutions for improved digital governance. This discussion was a great opportunity for the #KenSafeSpace partners to present findings highlighting the digital legal landscape, threats and opportunities in the digital sphere. Together, we identified opportunities for collaboration on digital safety in Kenya ahead of the resumption of Parliament in February.
