One Day Training Program on Environmental Assessments for Credit Officers of LOLC Finance PLC The Institute of Environmental Professionals Sri Lanka (IEPSL) successfully hosted one-day training program on Environmental Assessments for credit officers of LOLC Finance PLC on January 4, 2025. Held at the LOLC Holdings PLC Auditorium, the program brought together 109 participants, enhancing their understanding of sustainable financing and environmental assessment processes. Led by coordinators Prof. Kithsiri Dissanayake and Dr. Pradeep Gajanayake, the program featured expert speakers covering key topics. Ms. Sithumini Anuradha, Sustainability Manager of LOLC Finance PLC, and Mrs. Shiranee Yasaratne, President of IEPSL, opened the event with welcome addresses. Mrs. Yasaratne also delivered a session on The Move to Sustainable Financing in Sri Lanka, setting the tone for the day. Notable presentations included Introduction to Environmental Assessments by Mrs. Kanthi de Silva, Former Deputy Director General of the Central Environmental Authority (CEA), and Common Environmental Impacts Across Sectors and Key Components of an IEE Report by Senior Professor Hemanthi Ranasinghe of the University of Sri Jayewardenepura. Mrs. Dharshani Lahandupura, an Environmental Lawyer, provided an overview of the Applicable Legal Framework and Regulations. The sessions continued with Mrs. Lukshmi Fernando, Assistant Director of EPC/ CEA explaining the Environmental Protection Licensing Process, followed by Mr. Ajith Ethugala, Environmental & Social Safeguard Specialist, who discussed Environmental & Social Risk Evaluation in Lending. Practical insights were shared by Mrs. Ramani Ellepola, Former Director General of the CEA, in her session on Useful Practical Applications for Credit Officers. A hands-on case study activity, facilitated by Mrs. Kanthi de Silva, enabled participants to apply their learning to practical scenarios. The program concluded with a dynamic Q&A session and closing remarks, reinforcing IEPSL’s commitment to promoting environmental awareness and sustainable finance within Sri Lanka’s financial sector.

Workshop on 'Climate Finance: From Fundamentals to Winning Proposals' Successfully Concluded The Institution of Environmental Professionals Sri Lanka (IEPSL) successfully hosted a comprehensive One-Day Workshop on Climate Finance on 26th November 2024 at gapHQ, Colombo. The workshop, which attracted 47 participants from industry, academia, and consulting firms, provided in-depth coverage of climate finance instruments, policy frameworks, and practical guidance on accessing international green finance opportunities. The workshop opened with remarks by Senior Professor Hemanthi Ranasinghe, Chair of the Academic and Examination Committee, IEPSL, followed by an engaging kick-off quiz led by Dr. Pradeep Gajanayake that introduced key climate finance concepts. The morning sessions focused on establishing the policy context, with Mrs. Kumudini Vidyalankara, Director of Environment Planning and Economics Division at the Ministry of Environment, delivering a comprehensive overview of carbon markets and Sri Lanka's implementation journey. Mrs. W.A. Dilrukshini, Assistant Governor of the Central Bank of Sri Lanka, then presented on creating a conducive environment for climate finance in Sri Lanka while highlighting the Central Bank's role in promoting sustainable finance through initiatives like the Sustainable Finance Roadmap and Green Finance Taxonomy. The afternoon sessions took a more practical turn, beginning with Mr. Nalin Karunatileka, Vice President of Sustainability and Consulting at DFCC Bank, who detailed various climate finance instruments and their appropriate applications including grants, debt instruments, and credit enhancements, along with their specific use cases in both public and private sector projects. The workshop culminated in a comprehensive session on "Writing Winning Concept Notes for Climate Finance" by Senior Professor Hemanthi Ranasinghe. The session covered essential elements of concept notes, common pitfalls to avoid, and strategies for alignment with funders' priorities. The workshop concluded with a wrap-up quiz conducted by Dr. Gajanayake, which helped reinforce key learnings, followed by a certificate awarding ceremony. Key outcomes included enhanced understanding of: - The global and national climate finance landscape - Various climate finance instruments and their appropriate applications - Green Finance Taxonomy and regulatory frameworks - Practical skills in developing climate finance proposals - Project evaluation criteria used by international funding agencies - Implementation arrangements and institutional frameworks The workshop represented a significant step in building national capacity for accessing climate finance, particularly important given Sri Lanka's commitment to achieving carbon neutrality by 2050 and implementing its Climate Prosperity Plan. IEPSL extends its gratitude to all resource persons and participants for their valuable contributions to this successful event.
