At the EUAA's 54th Management Board Meeting, we discussed the asylum situation in the EU+ and plans for future EUAA operational support activities to address evolving developments. Discussions included: 🔹 Future Preparedness: We’re preparing for the future (2026–2028) to ensure EUAA is ready to support countries with the right tools and resources when they need them. 🔹 Exchanged views on asylum capacity development in partner countries as part of the EUAA External Cooperation Strategy. Underscoring our efforts to support EU Member States with building a resilient and responsive asylum and reception system.

This year marks a decade of EUAA–Western Balkans cooperation, helping build strong and resilient asylum systems aligned with EU standards. Through 6 bilateral roadmaps and 260+ capacity development actions, we’ve tailored support to each country’s needs, empowering their officials and strengthening institutional frameworks. Highlights include: 🟦 Developing Standard Operating Procedures in North Macedonia & Montenegro 🟦 Strengthening Country of Origin Information functions in Serbia 🟦 Informing legislative changes in Albania & Bosnia Herzegovina 🟦 Peer-to-peer support on reception system in Kosovo Our partnership has also enhanced crisis response, evidenced during the influx of Ukrainian arrivals. Western Balkan practitioners are now integrating into EUAA Knowledge Networks, preparing for their eventual participation in the Common European Asylum System.

Creating a fair and effective asylum system means understanding how reception, asylum, and support for vulnerable people all work together. This is especially important with the changes introduced by the EU’s Pact on Migration and Asylum. On 19 November, the EUAA brought together experts from reception, vulnerability, and asylum networks for the first time in Malta. Over 70 officials from 30 EU+ countries, the Western Balkans, and organisations like the European Commission, European Union Agency for Fundamental Rights, and UNHCR, the UN Refugee Agency joined the discussions. The meeting explored how these areas connect, focusing on the new rules in the Pact, like the Screening and the Asylum Border Procedure. This meeting was followed on 20 and 21 November by parallel meetings of the three networks, touching base on the progress of the EUAA New Pact Programme on the challenges faced by EU Member States in the implementation of the New Pact, and on the tools and guidance developed by EUAA to support them.

The Agency welcomed UNHCR, the UN Refugee Agency representatives Philippe Leclerc, Elizabeth Tan and their colleagues for UNHCR-EUAA Senior Managers’ Consultations. Avoiding duplication in our efforts to implement the EU Pact Migration & Asylum is of utmost importance. We also took stock of our cooperation in third countries and committed to deepen collaboration in various other areas of our work.

Today, UNHCR representatives and EUAA operations managers gathered at our HQ in Malta to discuss how we can enhance collaboration on operational planning. Together, we're focused on strengthening support for national authorities and to asylum seekers and ensuring more effective interventions. Through closer collaboration and shared priorities, EUAA & UNHCR, the UN Refugee Agency are committed to improving operational cooperation, addressing common challenges, and maximising support to EU Member States under the framework of the EU Migration and Asylum Pact.
