    Celebro el regreso del Capítulo CaliBaja de la Asociación de Empresarios Mexicanos (AEM) bajo el mando de Francisco Fernández Díaz de Global Business Advisor (gba). Francisco es un empresario de reconocido prestigio y la persona adecuada para hacer valer la vocación de esta organización. Es fundamental que la AEM ofrezca apoyo y conexiones a los empresarios mexicanos deseosos de emprender nuevos negocios en Estados Unidos y aquellos que quieren fortalecer relaciones con el vecino país. Fue muy grato escuchar a Francisco Fernández además de Salomón Sacal, Presidente Nacional de la AEM. Además, destaco la participación de la Lic.     Last week's Smart Border Coalition Stakeholder Working Group Meeting focused on Advanced Clean Fleets and the Zero-Emission Freight Transition at the California-Baja California border. Bruce Tuter of the Califiornia Air Resources Board (CARB) carefully explained the new regulation in the context of a fairly complex cargo environment. At issue is the alignment that must happen between Baja California and California in terms of the minimum infrastructure to put in place, from financing electric trucks to builidng charging stations. Initially, drayage truck operations from the border to California's maritime ports will be most affected. Kudos to Saul de los Santos, Undersecretary of the Economy and Innovation for Baja California for giving us the proper stakeholder network context behind the transition as well as his description of the trade and workforce ties that characterize our cross-border relationship. Andrea Hoff of the San Diego Association of Governments (SANDAG) also spoke about a critical study her organization is developing to provide clear information of what our region will need to get up to speed and comply as much as possible with the new Advanced Clean Fleets regulation. I want to thank both Joaquin Luken of Smart Border Coalition as well as Alejandra Mier Y Teran of the Otay Mesa Chamber of Commerce for joining effrots for our transportation network.     It was bittersweet to attend Ambassador Carlos Gonzalez Gutierrez's farewell event at UCSD's Park and Market Campus, organized by Smart Border Coalition. As the Mexican Consul General in San Diego for the last 3 1/2 years, Carlos was instrumental in improving ties not only with Mexicans living in San Diego County, but also with Mexicans living in Baja California. His "shuttle diplomacy" with U.S. Consul General in Tijuana Tom Reott set the standard for how diplomats should manage binational issues. From infrastructure improvement adovcacy, to COVID-19 vaccine supply to Mexican workers, delegation trips to Washington, D.C., to connections with high level foreign relations personnel in Mexico City, spectacular cultural and social events, and coordinating sensitive meetings, Carlos did it all. He is a very smart and experienced diplomat who will do very well in his next stop --Los Angeles-- where Mexico has its largest consulate in the world. Thankfully, he won't be too far from San Diego/Tijuana. We will miss you, Carlos!
