𝐄𝐧𝐞𝐫𝐠𝐲 𝐚𝐬 𝐚𝐧 𝐈𝐧𝐯𝐞𝐬𝐭𝐦𝐞𝐧𝐭 𝐂𝐫𝐢𝐭𝐞𝐫𝐢𝐨𝐧: 𝐓𝐡𝐞 𝐄𝐱𝐚𝐦𝐩𝐥𝐞 𝐨𝐟 𝐌𝐚𝐥𝐚𝐲𝐬𝐢𝐚 In an era of rising global rivalries, visible climate change impacts, and increasing #energy demands driven by population growth and technological advancement, access to stable and affordable energy has never been more crucial. For foreign investors, energy is therefore a decisive factor when assessing a potential market, and for good reason: energy costs directly impact production costs, while the availability of green energy is essential for achieving Net Zero goals. Beyond these considerations, investments in energy projects or the development of innovative energy-related technologies also present immense business opportunities. In this context, #Malaysia stands out. The country offers abundant reserves, energy security, a stable grid, competitive energy costs, and growing green technology capabilities. From an "energy safety" perspective, Malaysia provides the reliability businesses need, while its transition to renewable and clean energy sources supports #ESG objectives. Moreover, affordable energy helps keep production costs low. Coupled with its strategic location in the ASEAN region, Malaysia becomes a compelling choice: an affordable manufacturing hub with modern infrastructure and tariff-free access to Southeast Asia’s 700-million-strong market. This market is especially crucial during times of global tensions that complicate trade with other regions. At the moment, Malaysia is particularly focused on attracting more high-value investments from, inter alia, key players in AI, big data, electric vehicle and battery production, and the semiconductor industry. As these energy-intensive sectors require more clean energy, the government has introduced various incentives for renewable energy, energy efficiency, hydrogen, electric vehicles, and green buildings to drive investment and support growth in the energy sector. We have prepared a brief overview of where Malaysia stands in its energy transition, highlighting available incentives, recent initiatives, and legal changes, and why foreign investors should view it as a reliable investment destination in turbulent times - have a look. On 18 October 2024, the Prime Minister of #Malaysia unveiled the country's Budget for 2025, which seeks to build upon previous budgets and continue the country's ongoing economic transformation. For the second year in a row, the government has announced the largest budget in the country's history with a substantial allocation of MYR 421 billion for 2025. Under the overarching theme of "Reinvigorating the Economy, Driving Reforms and Prospering the Rakyat", the budget is underpinned by three key principles: reinvigorating the economy, catalysing transformative change and improving the overall wellbeing of the people. The budget's overall vision reflects a strong commitment to steer the nation towards a sustainable and prosperous future through five strategic initiatives: managing the economy, driving more decisive reforms, eliminating bureaucratic inefficiencies, increasing wages and incomes, and addressing the rising cost of living. The budget also focuses on ESG incentives, reflecting the country's commitment to become a carbon-neutral nation by 2050 through the introduction of measures such as a carbon tax and tax incentives for carbon capture, use and storage activities. The budget also marks a significant milestone in Malaysia's journey towards a digital future, with several initiatives aimed at strengthening the digital economy and accelerating the adoption of AI. These measures are unsurprising in light of Malaysia's ambition to attract data centres and become a key player in the data space. Overall, Budget 2025 aims to restructure the Malaysian economy and propel the nation towards realising its full potential as an Asian powerhouse. In particular, it demonstrates the government's commitment to maintaining a competitive edge in the digital age and equipping its workforce for the future. To give investors an overview of the measures to come, we have prepared a brief summary of the Budget and its announcements. European companies are showing significant interest in Malaysia, recognizing it as a safe, reliable, and cost-effective harbor in challenging times, as well as a gateway to the vast #ASEAN markets. We had a brief opportunity to speak with Melaka's Chief Minister, Datuk Seri Utama Ab Rauf Yusoh, and Dr. Nicole Hoffmeister-Kraut, Minister of Economic Affairs, Labour, and Tourism of Baden-Württemberg, Germany, about why Luther Malaysia advises so many German and European clients, and the specific opportunities Malaysia and ASEAN present, particularly for the strong German Mittelstand. As always, we remain available to assist those looking to explore investment opportunities in Malaysia. Please feel free to get in touch with us for further discussions.
