What next for normative accounting in 2024... The break was healthy to reflect on where to focus Rethinking Capital's energy in 2024. As explained in the attached document, our 2024 program will focus on enabling a thoughtful transition of the Interpretations Committee's decisions from standards into use in practice by the end of the year. And to enable companies to recognize both a provision for a net zero transition commitment but also investments purposed to meet it as appreciating assets in real decisions by Q4 2024. A transition within one accounting year is quite ambitious but achievable. It's achievable by focusing on a few relationships within a small number of stakeholder groups and a small number of concrete asks. A one-year transition also has precedent in other accounting changes introduced in the past—the last being accounting for share options—which began with a note to the financial statements in the first year before being fully accounted for in the next year's statements. The first quarter of 2024 will seek to leverage the two unexpected effects of the IFRIC decision. The first is that the decision is still tentative and will only be ratified on 5/6 March 2024 while companies are preparing their FY23 statements. The second is that, in effect, the IFRIC decision is retrospective—in that if a provision is to be recognized now then it should already have been recognized in previous financial years in which the net zero transition commitments were first made and actioned. Those effects seem to move the issue of whether or not to recognize a provision in Q1 2024 from an accounting and audit issue into a board governance issue--requiring the board to ensure independence by taking the decision today out of the hands of those who decided not to recognize a provision in previous years. As a former General Counsel this feels like good legal and governance practice. We have standard suggested wording available for anyone who wants to respond to the IFRIC consultation by 5th February. Please mail me on LinkedIn and I'll share this. And will be releasing other standard documents to guide how to make the independent decision in Q1 2024. And so it begins...please share this widely.
