The bill aims to prohibit gas flaring, promote the use of natural gas, enforce penalties for violations, and mandate remedies for affected communities. It also seeks to align Nigeria's oil and gas sector with international climate change standards. What are the key provisions of the bill? Gas flaring prohibition- Flaring is only allowed during emergencies or with explicit authorisation from the Nigerian Upstream Petroleum Regulatory Commission (NUPRC). Gas Utilisation Plans- Operators must submit and implement plans to capture, process, or commercialise gas instead of flaring it. Penalties for violations- Fines of $5 per 1,000 standard cubic feet of flared gas and possible operational suspensions for repeat offenders. Compensation and restoration- Compensation and environmental restoration for communities affected by flaring. Transparency- Mandatory reporting of flaring incidents, with data audited and published by the NUPRC. What are the reasons for proposing this legislation? Gas flaring has long caused severe environmental, health, and economic issues, including: 1) Greenhouse gas emissions and global warming. 2) Acid rain and air pollution cause respiratory and cardiovascular diseases, particularly for nearby communities. 3) Wastage of valuable resources that could generate energy or revenue.
