With technical support from the UK Nigeria Infrastructure Advisory Facility, UKNIAF, we hosted a stakeholder workshop focused on the development of the Fiscal Commitment and Contingent Liability (FCCL) framework. The purpose of the session was to provide stakeholders with a deeper understanding of the FCCL framework and its importance in identifying, assessing, and managing fiscal risks associated with Public-Private partnership (PPP) projects. Key outcomes of the workshop included a consensus on the need for increased synergy among coordinating Ministries, Departments and Agencies such as the Nasarawa State Ministry of Finance, Justice, the Debt Management Agency, and other relevant stakeholders, to ensure thorough assessments of direct and contingent liabilities before making project decisions. Additionally, participants underscored our role as the state’s PPP secretariat, in fostering sustained engagement with sensitive MDAs to enhance the effective implementation of the State’s PPP framework. We further reechoed it's committment to fostering transparency, accountability, and financial sustainability in the delivery of infrastructure projects that drive economic growth and improve the quality of life for the people of Nasarawa State.
