𝗣𝗿𝗲𝘀𝘀 𝗥𝗲𝗹𝗲𝗮𝘀𝗲 𝐍𝐂𝐃𝐌𝐁 𝐑𝐞𝐭𝐚𝐢𝐧𝐬 𝐓𝐨𝐩 𝐑𝐚𝐧𝐤𝐢𝐧𝐠 𝐚𝐬 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭𝐢𝐚𝐥 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐄𝐯𝐚𝐥𝐮𝐚𝐭𝐞𝐬 𝐄𝐟𝐟𝐢𝐜𝐢𝐞𝐧𝐜𝐲, 𝐓𝐫𝐚𝐧𝐬𝐩𝐚𝐫𝐞𝐧𝐜𝐲 𝐨𝐟 𝐌𝐃𝐀𝐬 The Nigerian Content Development and Monitoring Board (NCDMB) has retained its top ranking in business efficiency and transparency among ministries, departments and agencies (MDAs), as captured in the latest evaluative assessment by the Presidential Enabling Business Environment Council (PEBEC). In the ‘2024 Half Year Transparency and Efficiency Compliance Report (January 2024-June 2024),’ released on Tuesday in Abuja by PEBEC, the Board scored 71.6 per cent in Efficiency Compliance and 100 per cent in Transparency Assessment, to emerge with an Overall BFA Performance score of 80.1 per cent. The Overall Business Facilitation Act Performance of MDAs, as explained by PEBEC, is assessed “using an efficiency and transparency scale weighted at 70 per cent and 30 per cent, respectively.” With the latest Report, NCDMB has retained the top ranking for 30 consecutive months, having first secured the coveted position in the January 2022-June 2022 review period and subsequently in the second half of that year and the 12 months of 2023. Under the Efficiency Compliance Ranking, PEBEC focuses its evaluation on “adherence to service level agreements (SLAs), cost management, procedural efficiency, One Government directive, and instances of Default Approval as provided in the Business Facilitation Act, 2022.” For Transparency Ranking, the focus is on “how effectively MDAs…make essential information accessible to the public,” with particular emphasis on “clarity and completeness of published details on service level agreements, operating procedures, eligibility requirements, timelines and fees.” In a year-on-year overview, PEBEC noted with satisfaction that “The MDAs have made progress in adhering to service level agreements and advancing digitization efforts,” even though “bureaucratic challenges and issues with consequence management persist.” The Council states further that “The outlook for efficient public service delivery remains positive, given this administration’s commitment to creating a conducive environment,” and that “There has been significant improvement in the overall rankings, with over 60% of MDAs now scoring above average, compared to the previous report above-average scores.” A total of 40 MDAs, categorised as ‘PEBEC Priority MDAs,’ were covered in the ‘2024 Half Year Transparency and Efficiency Compliance Report.’ The Standards Organisation of Nigeria (SON), which scored 78.2%, and the Nigeria Agricultural Quarantine Service (NAQS) 74.8%, were second and third, respectively, in the ranking.

The Nigerian Content Development and Monitoring Board (NCDMB) was established in 2010 by the Nigerian Oil and Gas Industry Content Development (NOGICD) Act. NCDMB is vested with the mandate to make procedures that will guide, monitor, coordinate and implement the provisions of the NOGICD Act signed into law on April 22, 2010. Key functions of the Board include: To review, assess and approve Nigerian Content plans developed by operators. To set guidelines and minimum content levels for project related activities across the oil and gas value chain. To engage in targeted capacity building interventions that would deepen indigenous capabilities- Human Capital Development, Infrastructure & Facilities, Manufactured Materials & Local Supplier Development. To grow and manage the Nigerian Content Development Fund. To establish, maintain and operate the Joint Qualification System (NOGICJQS) in conjunction with industry stakeholders. To monitor Nigerian Content Compliance by operators and service providers. This will be in terms of cumulative spending, employment creation and sources of local goods, service and materials utilized on projects and operations. To award Certificate of Authorization for projects that complies with Nigerian Content provisions. To conduct studies, research, investigation, workshops and trainings aimed at advancing the development of Nigerian Content.

Felix Omatsola Ogbe, on Tuesday visited the facilities of BEAMCO Nigeria Limited in Lagos and commended the oil and gas service firm for the giant strides it recorded in oil and gas equipment components manufacturing. Specifically he lauded the Nigeria Liquefied Natural Gas (NLNG) Limited, Saipem-Daewoo Joint Venture, and BEAMCO Limited for enhanced in-country value addition, as locally assembled pumps and valves are set for installation and pre-commissioning preparations on the multibillion-dollar NLNG Train-7 project on Bonny Island, Rivers State. Speaking at the load-out ceremony at BEAMCO’s facility atApapa, Lagos, the NCDMB boss noted with fulfilment that the feat of sourcing such vital components in-country was made possible by the Equipment Component Manufacturing Initiative (ECMI) launched by the NCDMB in 2013. The initiative necessitates the issuance of Nigerian Content Equipment Certificate (NCEC) as a requirement for participation in equipment supply in the oil and gas industry. The implementation ensured that NLNG, through its main contractor, Saipem-Daewoo, awarded a contract to BEAMCOfor the supply of 17 API (American Petroleum Institute) Pumps and 19 Control Valves in line with NCDMB’s Approved Vendor List for NLNG Train-7 project. According to Engr. Ogbe, “Nigeria is proud that BEAMCO will be delivering quality pumps and valves on schedule. This is a demonstration that the Nigerian business environment provides all the enablers to support manufacturing and assembly.” He remarked further that the achievements of the company affirmed the position of the recent Presidential Directives on Local Content implementation, which mandates that oil and gas contractors should only be awarded to local companies with established and proven capabilities in-country. He promised that “NCDMB would continue to support BEAMCO to further expand its capabilities to include backward integration in pumps and valves components manufacturing in Nigeria,” and also assured purpose-driven companies in the oil and gas subsector that “together we will achieve more of similar milestones in the industry, as part of our collective commitment to achieve 70% Nigerian Content by 2027.” Among components and accessories sent forth at the event were four pumps (2 Reflux pumps and 2 Amine booster pumps) and five valves (2 Mark 100 valves, I Mark One valve and 2 flowtop valves). The Executive Secretary was accompanied on the visit by some senior management of the NCDMB, including the Director, Monitoring and Evaluation, Mr. Abdulmalik Halilu and Director Finance and Personnel Management, Mr. Ifeanyi Ukoha. Some senior personnel from the Nigerian Content Divisions of the international oil and gas operating companies were also part of the visit.

Earlier this week, at the National Assembly Complex in Abuja, top management and Board staff attended the Public Hearing on the amendment of the Nigerian Oil and Gas Industry Content Act (NOGICD Act 2010), organised by the Nigerian House of Representatives committee on Nigerian Content Development and Monitoring Board. The hearing was centered on a bill for an Act to enact the Nigerian (Non-Oil and Gas Sector) Development (Establishment) Bill establishing Nigerian Content (Non-Oil and Gas Sector) Development Council, and to promote for programme and structures for the use of Nigerian Expertise, Made in Nigerian goods and services, Economic diversification and for related matters. A bill for an Act to repel the Nigerian Oil and Gas Industry Content Development Act, 2010 and to enact the Nigerian Oil and Gas Industry Content Act to establish the Nigerian Content Development and Monitoring Board, and to provide for legal framework, structures and programmes for the strengthening of Nigerian Content in the Nigerian Oil and Gas industry and for related matters.

Initiated by the Anti-Corruption and Transparency Unit (ACTU) of the NCDMB as part of its 2024 Action Plan, the Comprehensive Risk Assessment in the Procurement and Human Resources (HR) Departments is intended to identify and assess corruption risks in processes within those two critical functional organs, “evaluate the effectiveness of existing control mechanisms,” “recommend improvements to mitigate identified risks,” and “promote a culture of integrity and ethical behaviour.” In Welcome Remarks to officials of the ICPC Anti-Corruption Academy at the NCDMB Liaison Office, Abuja, on Tuesday, the Executive Secretary of the Board, Engr. Felix Omatsola Egbe, stated that the collaborative endeavour signifies the Board’s dedication to ensuring the integrity of its procurement processes and the effectiveness of its HR practices. He noted that insights gained from the exercise “will not only enable us to identify and mitigate potential risks but also to optimize our operations and enhance organizational resilience.” According to him, “As we work hand-in-hand with the esteemed professionals from ICPC Academy, we strengthen our collective expertise and empower our staff to navigate the complexities of governance with confidence and proficiency.” He urged the project team to firm up the collaboration and ensure speedy completion of the first phase of the endeavour, pointing out that “The quality of work will determine our decision to expand on the use of the ICPC Academy service offerings.” The evaluative work of the project team encompasses “in-depth review of policies, procedures, and practices” within the aforesaid departments.

The Honourable Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, Ph.D., inaugurated the Nigerian Content Development and Monitoring Board (NCDMB) Governing Council today at the PTDF conference room in Abuja. Chaired by the Honourable Minister, the council includes various industry stakeholders and institutions, with Engr. Felix Omatsola Ogbe serving as the Executive Secretary and Secretary of the council. In his welcome address, Sen Lokpobiri emphasized the significant progress made by the NCDMB since the enactment of the Act in 2010, urging the council to sustain this momentum. He also highlighted Nigeria's role as a model for other African nations seeking to emulate our local content success. Expressing his gratitude, Senator Lokopbiriformally inaugurated the council members, emphasizing his commitment as both minister and chairman to their collective success. Engr. At a brief meeting at Government House, Yenagoa, being the first between the two chief executives, the NCDMB boss said he was at home in Bayelsa State and that he desired collaboration with the State Government. According to him, “I want to work closely with you to ensure our projects in Bayelsa State are completed,” to the mutual benefit of the Board and the State. He emphasised his determination to work with the Bayelsa Governor, stating “If we have any difficulty, I’ll always come back to you.” In his response, Governor Douye Diri assured the new Executive Secretary, whom he described as “action-packed,” that the State Government would continue to collaborate meaningfully with the NCDMB. He told his guest: “We have to work together to ensure that your being here will add value to the lives of the people of Bayelsa.” Continuing, he declared, “The State Government will provide what you need to succeed,” while urging the NCDMB boss to explore areas where the Board could facilitate investment and improved business activities in the State. Governor Diri expressed his delight at the ongoing construction of the three-star NCDMB Conference Hotel, Swali, adjacent to the imposing 17-storey Nigerian Content Tower, corporate headquarters of the Board, noting that the facility, when completed and functional, would add to the tourist attraction of the state capital. He drew the attention of the NCDMB Management to the long-abandoned multi-storey Tower Hotel in Yenagoa, and revealed that the State Government is looking for investors who would be willing to take it over on terms that could be negotiated. He pleaded with the NCDMB to ensure that Bayelsa State hosts major events organised by the Board. “Let international conferences be held here in Yenagoa,” he told Engr. Ogbe. On the entourage of the NCMDB boss were Alhaji Abdulmalik Halilu, the Director, Planning, Research and Statistics, Mr. Naboth Onyesoh, Esq, Acting Director, Legal Services, and Mr. Esueme Dan Kikile, Esq, General Manager, Corporate Communications Department (CCD), among others.
