In 2024, #ICMP conducted 6 international #DNA collection campaigns from #Ukrainians living abroad who have relatives that are missing as a result of the Russian invasion. Data was collected in Poland, Germany, the Czech Republic, Slovakia, Austria, Finland, Norway, Lithuania, Switzerland, and Italy. ICMP’s #Ukraine Program helps families search for their loved ones and works closely with Ukrainian institutions to help secure truth and #justice for victims and survivors.

Established in 1996 by President Clinton at a G-7 Summit in Lyon, France, ICMP is an international organization which specializes in assisting governments and others address the issue of missing persons from armed conflict, human rights abuses, disasters, organized crime and other causes. It is the only international organization which works exclusively on the issue of missing persons and as such it has helped governments to build rule-of-law institutions that successfully and impartially search for and identify missing persons. ICMP is best known for its pioneering use of modern DNA techniques to identify over 19,000 persons who went missing from different locations and circumstances globally. ICMP has developed a forensic data management system (fDMS) to record and share information on all aspects of the missing persons’ process. ICMP works with civil society organizations, particularly associations of families of the missing enabling them to become active participants in the process of clarifying the fate of their loved ones. This work is achieved through collaborative transitional justice and civil society projects to build the capacity of these organizations and to influence closer working relationships and trust with relevant government authorities. The ICMP is funded by a core group of 27 governments and is currently providing assistance to Chile, El Salvador, Mexico, South Africa, Libya, Cyprus, Bosnia and Herzegovina, Croatia, Serbia, Montenegro, Kosovo and Iraq.

There is a window of opportunity to achieve an objective in Syria that was unimaginable just a month ago – to locate and identify tens of thousands of Syrians who are missing as a result of decades of repression, conflict and mass displacement. Estimates of the number of missing range from 100,000 to 200,000. It is critical that any process to locate these people and investigate their disappearance is led by Syria and that the authorities place the interests and rights of families of the missing front and center. An effective process will establish the fate of missing persons, secure the human rights of survivors and victims and lay the groundwork for holding perpetrators to account. Knapper, and the Director of the Vietnam Office for Seeking Missing Persons (VNOSMP), Le Chi Dung. Today marks the 10th anniversary of the signing of the Agreement on the Status and Functions of ICMP by the Netherlands, the United Kingdom, Sweden, Belgium, and Luxembourg.
