"Committed to strengthening democratic local government worldwide" VNG International is the International Cooperation Agency of the Association of Netherlands Municipalities. We support decentralisation processes and facilitate decentralised cooperation. We strengthen local governments, their associations, training institutes and decentralisation task forces both in developing countries and in countries in transition. We have project offices in various countries and work with a large group of local government experts with broad international experience. Our three daughter companies, set up in close cooperation with the respective national associations of local authorities, are located in the Czech Republic, South Africa, and Mexico. In close cooperation with the city of The Hague and UCLG, VNG International established the “The Hague Academy for Local Governance”.

  • 🌍 Municipalities of the Future: Reimagining the Citizen Experience with Municipal Services “In our daily routines, it’s hard to gain the perspective we’ve explored here today.” A statement made by one of the participants during the training workshop under the OSR program held on December 17th and 18th in Jericho. The workshop brought together key participants from Beit Jala, Salfit, and Qalqilia and included 18 individuals from various departments, with 33% of attendees being women, who demonstrated strong engagement and active participation.   Led by Dr. Majed Ayad, the workshop focused on citizen-centered service delivery, digitization, LEAN principles, and data-based decision-making. Deputy Minister of local governance Raed Muqbel emphasized the importance of the role of municipalities, stating, “These municipalities are the ones we place our hopes upon to develop, prosper, and become among the best in the future.” He also highlighted their critical role in humanitarian services: “Municipalities carry a vital responsibility for humanitarian services, especially in the challenging circumstances we face as Palestinians. Municipalities like those in Gaza continue to provide essential services despite minimal resources.”   Other Participants shared valuable feedback, with one noting, “The most valuable aspect of this meeting was breaking out of the molds we fall into during our daily work, engaging in brainstorming, and coming up with ideas for improvement.”   The workshop’s discussions, alongside the Deputy Minister’s remarks, reflect the growing recognition of technology and citizen-centric approaches in local governance.   • Pioneering the Future of Refugee Management Training in Kenya    VNG International is thrilled to be working on a groundbreaking initiative within our SDLG Kenya project: the development of a Refugee Management curriculum in Kenya! We’re doing this partnership with the Kenya School of Government and The Hague Academy for Local Governance.    This pioneering curriculum is designed to address critical gaps in refugee and migration management by equipping government and non-government actors with the knowledge and skills they need to respond effectively and sustainably to the complexities of migration.    With Kenya embracing transformative approaches like the Shirika Plan, which focuses on the integration of refugees, the timing couldn't be more crucial. Hosted at the Kenya School of Government, the course will empower key stakeholders to strengthen inclusive governance, intergovernmental collaboration, and service delivery that benefits both refugees and host communities alike.    By enhancing the capacity of government staff, we aim to ensure that the strides made in migration management are sustainable beyond the lifespan of individual programmes. This reflects our commitment to fostering long-term solutions for the challenges and opportunities presented by migration.    As we embark on this major journey, the importance of receiving views on the development of the curriculum from our partners and stakeholders in the refugee space could not be overlooked.   • 🌟 Highlights from Egypt: As part of the "Improving Sustainability of the WASH Sector in Upper Egypt (ISWS)" project, funded by the Netherlands Embassy in Egypt and implemented by VNG International in partnership with the Ministry of Local Development and the Holding Company for Water and Wastewater, we've made significant progress in Upper Egypt governorates and beyond. 💧 🌍 At Cairo Water Week 2024, we showcased ✅ the strong collaboration between local communities and service providers, using the Community Scorecard methodology to boost water management and sustainability. ✅ Major advancements in energy efficiency in water management, achieving ISO 50001 certification and providing power factor correction training, contributing to environmental sustainability and climate resilience. 💫 We held 4 professional plumbing training workshops in Qena, focusing on female rural leaders and local workers. These workshops trained around 150 participants, with women making up 63%, aiming to enhance citizen participation and improve water and sanitation services. 👩🔧 ✨In Sohag and Assuit, we've initiated training on the complaint management system (CMS) to empower the system and enhance citizen experiences. This training is designed to improve the complaint system's efficiency and response times, ensuring better service delivery. The CMS automates many processes, from receiving initial complaints to tracking their resolution, allowing for greater accuracy and efficiency. ♻️ These efforts highlight our ongoing commitment to improving water and sanitation sustainability in Egypt through effective partnerships and community engagement.   • 💧 Building Flood Resilience in Benin: Concrete Steps Forward 🌍 Last November, key stakeholders gathered in Benin for the restitution workshop on the Community Early Warning System (SAP-C), part of the SDLG Water Benin project. Funded by the Netherlands Ministry of Foreign Affairs and implemented by VNG International, this initiative is driving real progress in flood resilience.   The workshop brought together institutional, local, and community actors to evaluate achievements and pinpoint areas for improvement. Participants reviewed actions in five municipalities of the Lower Ouémé Valley, including: ✅ Rehabilitation of flood beacons ✅ Relaunch of the Flood Pre-Alert app ✅ Testing of a collaborative beacon model These efforts are strengthening community resilience, particularly by involving vulnerable groups such as women and youth.   Key proposals were formulated to: 🔗 Enhance coordination between local and institutional actors 📈 Ensure the sustainability of implemented measures   This milestone contributes to consolidating Integrated Water Resources Management (IWRM) at the local level and building community capacity to address climate change risks.   👏 Thank you to all participants for your dedication to inclusive and sustainable water resource management.   • As the 16 Days of Activism Against Gender-Based Violence concluded, VNG International, JICA South Sudan, WILGA, WIDO, the Ministry of Gender, and the Local Government Board held a collaborative training from December 10 to 12.   • 🎯 Building CSO Capacity for inclusive land rights in Benin   🌍 The PPMEC project (Preparing the scaling up of the national land register), implemented by MDF | Empowering People, Creating Impact, Kadaster International and VNG International, hosted regional workshops in Pobè, Aplahoué and Djougou in October. Over 40 representatives from Civil Society Organisations (CSOs) participated, representing the project’s intervention communes. 💡 These workshops focused on enhancing CSO capacity to support the inclusion of vulnerable groups—women, youth, and migrants—in updating the national land register. This step is essential for rolling out a system to systematically update registered parcels while setting the foundation for scaling up the register nationwide. 🤝 Delivered in collaboration with CADDUP-ONG, these sessions empower CSO representatives to ensure the effective recognition of the rights of vulnerable groups during the process of updating cadastral data. 📢 Well-trained and informed, these local representatives are now better positioned to foster inclusive and sustainable development in their communities.   • Building Resilience through Local Governance: Ukrainian delegation visits Dutch Municipalities   VNG International recently welcomed a delegation of Ukrainian mayors and representatives for a study visit in the Netherlands as part of the Sustainable Development through Improved Local Governance (SDLG) Program. This visit was an invaluable opportunity for knowledge exchange, showcasing how local governance systems can strengthen resilience in the face of crises.   🔥Veiligheidsregio Utrecht kicked off the program with a 3-day exploration of 'Safety, Security, and Resilience', featuring workshops and site visits on fire fighting and water management, including to Rijkswaterstaat and sewage treatment plant at Hoogheemraadschap De Stichtse Rijnlanden. An interactive crisis simulation gave participants the chance to apply lessons learned in real-time, while also sharing insights on crisis management from the Ukrainian perspective. 🏡Gemeente Amstelveen offered an insight into social work and citizen initiatives, with the delegation visiting various community centers and enjoying a special lunch prepared by Ukrainians actively involved in these initiatives. 💧Gemeente Dijk en Waard focused on topics of collaboration in a new merged municipality, due to their recent fusion. Afterwards the delegation headed towards the Polder museum, to see Dutch water management into practice.   This comprehensive program highlighted the different dimensions of crisis management – from water management, social care, to firefighting and citizens engagement).
