At NORCAP, we work to better protect and empower people affected by crises and climate change. With expertise in the humanitarian, development and peacebuilding sectors, we collaborate with local, national and international partners on finding solutions to meet the needs of people at risk. In 2021, we worked with 50 partners in 76 countries on issues ranging from child protection, clean energy solutions and cash assistance to election observation and peacebuilding. Our more than 1,200 people are located across the world from our main office in Oslo, Norway, to Colombia, Bangladesh and Nigeria. As part of the Norwegian Refugee Council, our vision is a world where rights are respected and people protected.

NORCAP has secured a new strategic humanitarian partnership with the Norad - Norwegian Agency for Development Cooperation for the period 2025-2029. "We are grateful for the continued collaboration and trust from Norad. This partnership strengthens our ability to plan and operate effectively in an increasingly unpredictable world. It is a vital step toward ensuring long-term stability and impact, allowing us to work better with international partners, national authorities and local communities, and deliver meaningful change,” says NORCAP Executive Director, Benedicte Giæver. With the new partnership agreement, NORCAP aims to: 🌍 involve local and national groups more in developing and providing humanitarian assistance. 🌍 offer expertise to deliver effective and innovative cash and voucher aid. 🌍 improve access to renewable energy for people in need. 🌍 protect civilians from violence by enhancing coordination and proactive protection efforts. 🌍 be accountable to affected people and engaging with communities. 🌍 provide expertise on how to prevent sexual and gender-based violence, including support for men and boys, and enhancing the humanitarian system’s ability to coordinate and mobilise resources. 🌍 improve coordination and preparedness for international emergency response. As one of Norad’s six strategic partnerships during this time period, NORCAP will receive a total of 690 million NOK, divided equally over the five years. The new partnership is a continuation of our long-standing cooperation with Norwegian authorities and commitment to addressing global humanitarian, development and peacebuilding challenges.

Meet Moustafa Sowou, a NORCAP - part of the Norwegian Refugee Council, Energy Access Advisor on assignment with Mercy Corps, in Niger. Moustafa is supporting #energyaccess and #lowcarbon development in Sahel countries and beyond. He highlights two challenges in ensuring access to sustainable energy solutions for the most vulnerable populations. The biggest one is 𝐟𝐮𝐧𝐝𝐢𝐧𝐠. #CleanEnergyDay “is a vital opportunity to draw the attention of donors, industry players, and policymakers to the urgent need to accelerate the adoption of clean energy across sectors. This day reinforces the principle of "𝘭𝘦𝘢𝘷𝘪𝘯𝘨 𝘯𝘰 𝘰𝘯𝘦 𝘣𝘦𝘩𝘪𝘯𝘥" by highlighting the transformative role clean energy can play in driving economic growth, fostering resilience, and addressing global energy inequities.” The second challenge Moustafa mentions, is 𝐚𝐟𝐟𝐨𝐫𝐝𝐚𝐛𝐢𝐥𝐢𝐭𝐲. “Displaced households often have extremely low incomes and face competing priorities like food and healthcare, making the cost of clean cooking technologies prohibitive.” He mentions several ways these challenges can be handled. "In 𝐍𝐢𝐠𝐞𝐫, we used subsidies to make LPG (Liquid Petroleum Gas) more affordable. By supporting livelihoods and #cleancooking initiatives, we ensure families can sustainably afford these solutions, promoting long-term market stability." "In 𝐍𝐨𝐫𝐭𝐡𝐞𝐚𝐬𝐭 𝐍𝐢𝐠𝐞𝐫𝐢𝐚, we tackled market challenges and boosted community resilience through market-led approaches combined with humanitarian aid. This helped economic recovery and reduced costs for local manufacturing of Powerstove and bio-pellets." "In the 𝐃𝐞𝐦𝐨𝐜𝐫𝐚𝐭𝐢𝐜 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐨𝐧𝐠𝐨, competitive financing schemes encouraged the use of advanced clean cooking technology. Pay-as-you-go models made these solutions affordable, allowing low-income households to pay gradually." A concrete impact that came out of the work was the 𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐦𝐞𝐧𝐭 𝐨𝐟 𝐖𝐨𝐦𝐞𝐧. Moustafa says: "A displaced woman in 𝐍𝐢𝐠𝐞𝐫 experienced a big change after getting a subsidised LPG stove. She used to spend hours collecting firewood and was exposed to health risks from smoke. Now, she 𝘤𝘰𝘰𝘬𝘴 𝘧𝘢𝘴𝘵𝘦𝘳, has 𝘣𝘦𝘵𝘵𝘦𝘳 respiratory 𝘩𝘦𝘢𝘭𝘵𝘩, and earn more money to support her 𝘤𝘩𝘪𝘭𝘥𝘳𝘦𝘯'𝘴 𝘦𝘥𝘶𝘤𝘢𝘵𝘪𝘰𝘯." “The introduction of biochar production has 𝘪𝘮𝘱𝘳𝘰𝘷𝘦𝘥 the livelihoods of 38 women in 𝐍𝐨𝐫𝐭𝐡𝐞𝐫𝐧 𝐁𝐞𝐧𝐢𝐧, who produced over 500 kg of eco-friendly biocharcoal in less than two months. A portion of the biochar is used to transform soybean grains into cheese and derivative products like milk and chips. This initiative reduced their dependency on firewood and created a new income stream through the sale of surplus biocharcoal. The women’s active 𝘦𝘯𝘨𝘢𝘨𝘦𝘮𝘦𝘯𝘵 in these sustainable practices highlights their growing 𝘦𝘮𝘱𝘰𝘸𝘦𝘳𝘮𝘦𝘯𝘵 and financial independence within their communities.” #sustainabledevelopmentgoals #cleanenergy #cleancooking

He is currently on assignment from NORCAP - part of the Norwegian Refugee Council to UNHCR, the UN Refugee Agency in Chad, as an Energy and Environment Expert. In the Eastern Chad refugee camps, #cleancooking solutions have improved refugees’ life by reducing respiratory illnesses from smoke, and decreasing violence and assaults. Women no longer need to collect firewood far from the camps. It had reduced #deforestation. Some refugees have used their savings to invest in small businesses. However, in the process of introducing clean cooking solutions, funding has been a major barrier, along with cultural resistance, limited supply chains and local technical capacity. These are important when supporting vulnerable communities. Therefore, in 2024, Amadou designed a strategy for #displacedcommunities, focusing on #energyaccess and #environmentalpreservation, ensuring that local communities take part in assessing needs and finding solutions. Amadou says: “𝘌𝘯𝘨𝘢𝘨𝘪𝘯𝘨 𝘭𝘰𝘤𝘢𝘭 𝘤𝘰𝘮𝘮𝘶𝘯𝘪𝘵𝘪𝘦𝘴 𝘢𝘵 𝘢𝘯 𝘦𝘢𝘳𝘭𝘺 𝘴𝘵𝘢𝘨𝘦, 𝘵𝘰 𝘦𝘯𝘴𝘶𝘳𝘦 𝘴𝘰𝘭𝘶𝘵𝘪𝘰𝘯𝘴 𝘢𝘭𝘪𝘨𝘯 𝘸𝘪𝘵𝘩 𝘤𝘶𝘭𝘵𝘶𝘳𝘢𝘭 𝘱𝘳𝘢𝘤𝘵𝘪𝘤𝘦𝘴 𝘪𝘴 𝘤𝘳𝘶𝘤𝘪𝘢𝘭. Partnering with NGOs and governments to provide grants and training keeps costs low and ensures lasting use. “𝘐 𝘩𝘰𝘱𝘦 𝘵𝘰 𝘴𝘦𝘦 𝘤𝘭𝘦𝘢𝘯 𝘦𝘯𝘦𝘳𝘨𝘺 𝘣𝘦𝘤𝘰𝘮𝘦 𝘶𝘯𝘪𝘷𝘦𝘳𝘴𝘢𝘭𝘭𝘺 𝘢𝘤𝘤𝘦𝘴𝘴𝘪𝘣𝘭𝘦. #CleanEnergyDay: Meet Dr Iwona Bisaga, our Global Clean Cooking Lead in a shared role between NORCAP - part of the Norwegian Refugee Council and the Global Platform for Action (GPA). Iwona joined NORCAP to work with various humanitarian and development partners to improve energy access for refugees and displaced communities. She works on global policies and evidence-building, as well as directly supporting NORCAP's energy experts who focus on clean cooking. Since starting in May 2024, her biggest achievements include getting displacement settings included in the International Energy Agency (IEA)'𝐬 𝐂𝐥𝐞𝐚𝐧 𝐂𝐨𝐨𝐤𝐢𝐧𝐠 𝐒𝐮𝐦𝐦𝐢𝐭 𝐚𝐧𝐝 𝐃𝐞𝐜𝐥𝐚𝐫𝐚𝐭𝐢𝐨𝐧, and the G20 Clean Cooking Roadmap. NORCAP and the GPA helped shape these important initiatives.
