    How to deliver meaningful performance reporting. As we come to the end of the year, we thought that IPANZ members might like access to some recordings of our events. Good holiday listening! This recording is from the panel addressing meaningful performance reporting. We had an excellent panel including John Ryan, Eugenie Sage, James Meager and Simon Upton. There are so many takeaways from this with a reminder to focus on outcomes, and a request to be prepared to be up front when the department did not achieve what was intended.     A great end of year IPANZ event - come next year! IPANZ ran a "year in review event" with the terrific panel pictured here. The panellists delved into crucial public service topics with a stimulating and respectful discussion. Panellists praised the public service for their professionalism, their high quality advice and quiet confidence to name just a few qualities. Chris Bishop particularly thanked public servants for working hard on a range of complex policy priorities. They also had some suggestions for 2025. Above all, develop that foundation of trust with your Minister, test your advice with community and business people while you develop it, be less cautious about making information public, putting as much as possible online.     The winner of the 2024 IPANZ prize in Public Administration This prize goes to the top student in PUBL 311 – Critical Thinking in Policy and Management. Arne Larson has recently finished his Bachelor of Arts at Te Herenga Waka — Victoria University of Wellington, majoring in International Relations and Public Policy. Arne has also spent six years working at the McGuinness Institute and is currently working at a think tank in the United Kingdom. We look forward to meeting him when he returns to New Zealand in 2025. #publicadministration #policyandmanagement #publicservice

    Never too young to make a difference. Tayla Yandall was the recipient of this year’s Te Toho mō te Kaiārahi Rangatahi o te Tau, Young Leader of the Year Spirit of Service Award. This story is one of commitment, to family and work, and is inspiring for all. Tayla has also made some significant shifts in her work in the corrections service. She has created more opportunities for getting feedback from those in custody – they have more of a say. And there has been a significant decrease in the number of situations where force has been used.     How to foster trust between a public servant and a minster. This article looks at the ingredients that build trust between a Minister and her or his department. There are three elements. Credibility sometimes requires deep technical knowledge; it always requires triple checking the validity of the information. Reliability demands always doing what you say you will do and may need you to only to commit to what you know you can manage in a specific timeframe. “Intimacy” is evident when someone feels safe and secure in confiding in you. It is achieved through both showing empathy and keeping sensitive information confidential. This can all be destroyed by self-interest, putting yourself or your interests first.     The contribution of Pacific Values to the public service Sara Passmore shows us that the Pacific values of mutual respect, sharing, humility, and cooperation complement the values of the public sector. She eloquently describes how her Tongan values operate and how much they could contribute. Sadly, not only do these values not get their full expression in the public service, particularly in leadership roles, but at times it could “lead to conflict with the well-established norms and structures of the New Zealand public service.” A very thoughtful read. https://lnkd.in/gfj_J3Fz #pacificvalues #publicservice #publicsector

    Be bold in your advice to Ministers Our president Liz MacPherson takes seriously the plea by the Hon Nicola Willis for public servants to bring bold ideas to their Ministers. Within this introduction to this month's Public Sector Journal, you will hear other messages - avoid cynicism, take risks and put forward evidence. Of course, it requires implementing Minsters’ decision, once debate has occurred, it involves understanding the aspirations of the government but it does not involve “second guessing” or telling Ministers what you think they want to hear.     A warning about corruption in Aotearoa Transparency international rightly asserts that we are not protecting our low corruption reputation in New Zealand. It risks slow erosion. There is a steady decline in the Corruption Perceptions Index (CPI) In New Zealand. This concise summary includes some key recommendations. 1. A single agency with the primary and high-profile responsibility for anti-corruption monitoring, coordination, research and strategic operations. 2. A stronger, more visible leadership by the PSC on public sector integrity. 3. A comprehensive review and reform of the OIA. 4. The institutional and financial transparency of political parties reformed. 5. A strong publicly trusted media, including politically neutral government owned media 6.
